Duties Description

Perform such activities including, but not limited to: technical and agency program support; information technology activities related to network and system design, configuration, maintenance, and network/information security; customer support; project support; business/systems analysis and design which may include mainframe, client/server, and n-tier (e.g., three tiered) web or browser based applications systems; and the design, development, and administration of enterprise storage, backup, and database systems.

This position is on the Retirement Support Team in the Bureau of Peoplesoft & Payment Applications within the Chief Information Office.

  • Design, code, maintain NYSLRS programs using PeopleSoft.
  • Gather and analyze requirements, develop specs, implement customizations.
  • Ensure coding standards, testing, documentation.
  • Troubleshoot issues, support batch processing, provide on call assistance.
  • Collaborate with business units, manage resources, guide technical solutions.
  • Supervise and support staff with daily tasks, provide guidance on policies and procedures.

Non-Competitive Qualifications for appointment under the NY HELPS Program:

For appointment to an Information Technology Specialist 3 (SG-23), you must have:

  • Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.

OR

  • A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.

Competitive Minimum Qualifications:

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfers:

For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Non-Competitive Promotion (NCP) qualifications:

You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2.

NCP notes:

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Additional Comments

Preferred Qualifications/Knowledge, Skills and Abilities:

  • Demonstrated experience in PeopleCode.
  • Demonstrated experience in PeopleTools/App Designer.
  • Demonstrated experience in SQL.
  • Demonstrated experience in object-oriented programming is preferred.
  • Demonstrated experience with programming tools/IDEs (ie: Eclipse, Ultra Editor, etc.) is preferred.
  • Demonstrated experience with database management tools (ie: Oracle SQL Developer, PL/SQL Developer, TOAD, etc.) is preferred.
  • Excellent at communicating with technical staff and customers.
  • Strong analytical thinker with excellent troubleshooting and problem-solving skills.
  • Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on-call), and able to shift priorities with minimal guidance.
  • Demonstrated experience in adapting to new technologies as the environment changes.
  • Strong self-starter, with ability to pick up quickly on new technologies even when training and expertise are limited.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
