Duties Description
Perform a variety of tasks related to the processing and maintenance of member and employer applications and data in the New York State and Local Retirement Systems. Develop familiarity with the laws, rules, regulations, legal opinions, and established written procedures of New York State and Local Retirement Systems; interpret the Retirement and Social Security Law and communicate complex benefit information to systems members; determine eligibility and benefit payments; perform high level complex calculations that have long-term fiscal implications for retirees and the Retirement Systems; answer telephone inquiries and respond to correspondence and emails from employers, members, pensioners, beneficiaries, and others; prepare various written materials and reports; provide technical direction and assistance to staff and others; and you may train, mentor, and supervise lower-level clerical staff.

Non-Competitive Qualifications for appointment under the NYHELPS Program:
Two years of experience performing at least one of the following tasks: reconciling accounts, calculating payments, collecting and analyzing statistics and information, or explaining policy or benefit information to the public.
OR
An associate degree (or higher) can be substituted for two years of the required specialized experience.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
70.1 Transfer:
For 70.1 transfer to Employees’ Retirement System Examiner 2, SG-12, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-10 or above.

NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
