The California Health and Human Services Agency (CalHHS) is looking for a Senior Business Analyst (IT Specialist II) to join our Solutions Consulting Services (SCS) unit within OTSI.

OTSI’s Portfolio Delivery Services (PDS) division serves as a technology and data leadership hub for CalHHS. Through our Solutions Consulting Services (SCS) unit, we deploy skilled consultants directly to departments and agency offices to support IT and data projects from concept through delivery. You won’t just be doing project work — you’ll be part of an enterprise effort to strengthen how CalHHS delivers on its mission of a Healthy California for All.
The Role
As an SCS consultant, you will be assigned to sponsor department projects, working side-by-side with their program and IT teams. You bring the business analysis and project management expertise; they bring the domain knowledge. Together you deliver solutions that are fit for purpose, built to last, and aligned with CalHHS strategic priorities.
What You’ll Do
As a Senior Business Analyst within Solution Consulting Services (SCS), and under the general direction of PDS leadership and the departments that it serves, the incumbent will lead, oversee, support and/or direct business analysis and project management activities for data and information technology projects in accordance with agreements between OTSI and the sponsoring department(s).

- Lead business analysis — requirements gathering, process mapping, stakeholder engagement, and documentation across the full project lifecycle.
- Support project management — schedules, budgets, risks, scope, and communications, including PAL compliance activities.
- Drive testing and quality — develop and execute test cases, track defects, and ensure solutions meet design specifications.
- Build department capability — contribute tools, templates, and training materials that help departments grow their own self-sufficiency.
- Contribute to the Center of Excellence — share lessons learned and best practices that improve outcomes across all CalHHS projects.
