To qualify at the GS-14 level, you must have 1 year (52 weeks) of specialized experience related to the duties of the position comparable in difficulty and responsibility to the GS-13 grade level. Specialized experience is defined as supervising and administering a broad range of human resources functions. This must include recruitment and placement, workforce planning, and payroll and compensation. Other functions may include but not limited to employee and labor relations; information technology applied to human resources; personnel security; benefits; and performance management.
