What are the responsibilities and job description for the Employee Relations Officer position at Occupational Training Center?
Overview: The Employee Relations Officer reports directly to the Executive Director/CEO. The position will oversee all employee and labor relations for OTC Services.
- Conducts thorough investigations into employee complaints not limited to harassment, discrimination, workplace misconduct, policy violations, and other work-related issues.
- Liaison with the Office of the Executive Director/CEO, Office of Human Resources, Office of Compliance, and other departments across the organization and the Board of Directors.
- Represents the organization at grievance hearings union and non-union, arbitrations, hearings, and interacts with negotiating with legal representatives, state and local government officials.
- Takes appropriate actions for disciplinary action appeal cases not limited to suspensions, underperforming employees, and probationary working periods appeals.
- Oversees the employee relations office with responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
- Prepares and reviews content of employee relations training programs for management and supervisory personnel.
- Makes recommendations on best practices for policies, procedures, rules, and operational practices and procedures that conflict with provisions of contractual and on-contrail agreements and takes the action necessary to resolve such conflicts.
- Responsible for creating the annual budget for the Office of Employee Relations.
- Establishes and maintains records and files of all complaints and correspondence; and prepares and presents quarterly findings to the Executive Director/CEO and Board of Directors.
- Travels to various locations within the organization to perform investigations, trainings, and meetings as required for the position duties.
- All other duties as assigned.
- Master’s Degree in Human Resources, Psychology, a related area or Juris Doctorate,
- 7 – 10 Years of hands-on working knowledge and experience leading or directly focused on employee and labor relations, investigations, and documentation,
- 3 – 5 Years of experience working within a non-profit organization in a related capacity,
- SHRM Certified or other Labor Relations Certifications Highly Desired,
- 10 years of demonstrated work experience implementing communication and effective listening strategies for building rapport with staff and listening to problem solve issues,
- 3 - 5 Years of training facilitation experience in the human resources field,
- 5 years of demonstrated work experience handling confidential information with discretion,
- Exceptional written and verbal communication skills,
- Demonstrated working knowledge of EEOC, Affirmative Action, OSHA, federal and state compliance regulations,
- Proficient technology skills in MS Office, MS 365, Zoom, MS Teams and other platforms as required.
- Valid Current State Drivers License with clean driving record,
- Valid Registration on a Motor Vehicle with proof of current insurance,
- Ability to pass all Compliant Background and Driving Checks as required.
