Position Summary: The Outreach Coordinator will join a team of professional staff assigned to the recruitment, assessment, processing, and staffing of Substitute Teachers and Paraprofessionals, and the assignment of substitutes to schools to fill day-to-day absences, using the SubCentral system. The office processes over 20,000 applications for Substitute positions each year and assigns over 14,000 substitutes to fill the absences and vacancies of fulltime teachers and paraprofessionals daily. In order to meet the established timelines of the 1,500 schools, all professional staff of the office are required to utilize the complex technological systems implemented by the office.

Under direction of the Manager, the Outreach Coordinator will plan, implement, coordinate, monitor, and evaluate community outreach programs to increase the diversity of the pool of Substitute Teachers and Paraprofessionals. Performs related work.

Reports to: Manager, School Based Support Services

Direct Reports: Administrative Staff

Key Relationships: HR Directors, various departments within the Division of Human Resources, vendors supporting the Candidate Processing and Absence Management systems, community-based organizations, and the public; liaises with over 1,500 schools using the SubCentral system.

Responsibilities

  • Serve as community liaison; plan, implement/ coordinate, monitor, and evaluate community outreach programs to increase the diversity of the pool of Substitute Teachers and Paraprofessionals.
  • Supervise the dissemination of information to the community and high schools regarding the availability of Substitute opportunities, incentives, and scholarships.
  • Develop and implement non-traditional recruit outreach programs from conception through launch to audiences such as veterans, retired educators, individuals in career transition, or in temporary housing.
  • Plan and coordinate with schools and community outreach programs to canvass individuals to become Substitutes in target shortage areas (e.g., languages, science, etc.) and at understaffed locations.
  • Provide counsel and technical assistance regarding the operations of the office to district and school personnel, substitutes, candidates, and the public.
  • Serve as the SubCentral Training Coordinator to schools; develop outreach plans to ensure that the needs of user communities are adequately served.
  • Conduct training workshops to groups of school administrators at district locations throughout the city.
  • Develop manuals, website content, training materials, and notifications regarding SubCentral for dissemination to the school community.
  • Make PowerPoint presentations and conduct webinars.
  • Develop web-based surveys to evaluate Substitute recruitment and SubCentral user outreach programs.
  • Access the multiple data systems used by the NYCPS, (e.g., Galaxy, NYCAPS, EIS, SHM, TSN, SubCentral), analyze and interpret data, and make recommendations for changes to outreach programs and policies.
  • Evaluate the outreach and training programs, write reports and proposals.
  • Review available training modules and make modifications; train the vendor’s Unemployment Hearing Representatives on the higher-level functions of SubCentral.
  • Provide technical assistance and training on the scope and limits of SubCentral to the team of operators serving at the SubCentral Help Desk.
  • Review and authorize requests for Administrator-level access to SubCentral; follow up with school Principals.
  • Review and update Substitute data on NYCPS computer systems, e.g., Galaxy, NYCAPS, EIS, TSN, SHM, etc.

Qualification Requirements

Minimum

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience, which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Plus

In addition to meeting the minimum requirements, individuals must have two additional years of the experience described in "1" above.

Preferred

  • Experience in planning and supervising community outreach programs and conducting training programs.
  • Ability to address groups of Principals, HR Directors, and community leaders, and communicate needs to technology vendors.
  • Strong project management, coordination, analytical, and writing skills.
  • Expertise in Office 365 applications and Survey Monkey.
  • Experience or knowledge and working understanding of the NYCPS systems used for candidate processing, e.g., Galaxy, NYCAPS, EIS, TSN, SHM, etc.
  • Experience in using SubCentral.

Salary: $72,114 - $79,325

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
