Position Summary: The Investigations–Unit Team Leader will supervise OEO investigators in conducting investigations of complaints of discrimination and unlawful harassment pursuant to federal, state, and local EEO laws and the New York City Public Schools (NYCPS) Non-Discrimination policy. Performs related work.

Key Relationships: Serves as a liaison between OEO and both internal and external entities that request complaint information, including NYC Corporation Counsel, the Department of Citywide Administrative Services, the Special Commissioner of Investigation, and the NYCPS’s Office of the General Counsel. Collaborates when necessary with the Office of Special Investigations regarding overlapping investigative issues.

Responsibilities
- Supervises a team of investigators by analyzing complaints, overseeing their investigations, answering questions about investigative protocol, developing investigative plans, reviewing documents and other evidence, conducting research, observing investigative interviews, and monitoring the progress of their work.
- Monitors investigations, conducts monthly case review with investigative staff, provides guidance as needed, and provides monthly data regarding investigations and compliance to the Executive Director.
- Reviews and edits administrative closure memorandums and other written work submitted by investigative staff.
- Reviews and assesses complaints received by intake to determine appropriate next steps including assigning complaints to intake investigators for follow-up or assigning for full investigation.
- Assists in closing investigative cases, including overseeing the disciplinary process on substantiated cases.
- Oversees the onboarding of new investigators and trains new employees and OEO staff on investigative processes and techniques, report writing, office policy, and intake protocol.
- Assists in the administration of OEO's investigative database including training new staff members in maintaining electronic case records, ensuring that staff make thorough and timely updates, and reviewing data reports to analyze trends.
- Serves as a liaison between OEO and both internal and external entities, including unions, the NYCPS’s Office of the Chancellor and Press Office, and other government offices.
- Assists in managing OEO’s fleet of vehicles including ensuring timely submission of required documents and that necessary maintenance is performed.
- Conducts investigations of discrimination complaints, including more complicated and/or high-profile matters, by interviewing all relevant parties and gathering/assessing all relevant evidence. School-based investigations may require travel to schools in any of the five boroughs.
- Writes investigative reports, administrative closure memorandums, and correspondence related to investigations and maintains investigative files and data.
- Works to ensure compliance with the NYCPS non-discrimination policy and internal complaint procedures.
- Assists in the preparation, dissemination and implementation of rules, regulations, procedures and guidelines related to the review of internal complaints of alleged discrimination.
Minimum
- A baccalaureate degree from an accredited college and three years of full-time satisfactory professional experience in one or more of the following fields: equal employment opportunity, human rights, community relations, law, social services, education, investigation, human resources or public relations.
- A four-year high school diploma or its educational equivalent and seven years of full-time satisfactory professional experience as described in " 1 " above; or
- Education and/or experience equivalent to "'1" or "2" above. However, all candidates must have a four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization.
Preferred
- Strong writing, negotiation, and organizational skills.
- Prior supervisory experience.
