Position Summary: The Director of Operations Procurement oversees and supervises a team and directs the complex work supporting the Chief Administrator of Transportation, Facilities, and Food Procurement in the Division of Contracts and Purchasing (DCP). The position manages and oversees subject matter guidance to the unit staff in support of scope development, vendor solicitation, vendor negotiation and vendor selection of commodities, and services in support of the Office of Transportation, Facilities, and Food.
The Director reviews complex procurement contracts, purchase requisitions and creates requests for proposals for goods and services assisting and guiding New York City Public Schools (NYCPS) offices and divisions to ensure compliance with law and district policies. Performs related work.

Key Relationships: Collaborates with the staff of the procurement and support divisions of DCP, the Field Offices and central program divisions, with the New York State Office of General Services (OGS), New York City Law Department/vendors to obtain necessary documentation relevant to contract packages submitted for approval and other internal and external stakeholders.

Responsibilities
Procurement Process Management
- Oversees a team responsible for scope development, solicitation, vendor selection, and statutory authorization processes.
- Manages and oversees the full procurement lifecycle for transportation-related competitive procurements, from initiation to contract registration.
- Develops procurement methods, including RFBs, RFPs, Sole Source, and Negotiated Services.
- Oversees the planning, implementation, and coordination of procurement activities, from pre-solicitation to award and registration.
- Prepares contract registration documents for submission to the Comptroller’s Office.
- Manages authorization request documents, including Executive Summaries, MOUs, and Vendor Award letters.
- Provides technical support in contract negotiations to ensure value in terms of services and prices.
- Prepares and reviews procurement-related documents, ensuring accuracy and thoroughness.
- Acts as a primary liaison between the agency, contractors, vendors, and business representatives for contract compliance and logistical resolution.
- Conducts evaluations and manages procurement-related documents, including performance assessments and responsiveness determinations.
- Provides information to vendors/contractors and internal clients regarding policies, procedures, and compliance matters.
- Ensures compliance with NYCPS procurement policies and federal, state, and city laws and regulations.
- Develops and implements standard operating procedures to improve processes.
- Monitors adherence to technical specifications and compliance with contractual obligations.
- Administers contracts and assists in their review, recommending amendments or extensions as needed.
- Oversees a team working with central stakeholders on scope development, solicitation, vendor selection, and statutory authorization.
- Liaises between stakeholders in the procurement process to ensure transparency, efficiency, and successful outcomes.
- Acts as the primary liaison with major contractors, vendors, and business representatives to ensure contract compliance and resolve logistical issues.
- Serves as an advisor to internal and external stakeholders on policies and procedures.
- Provides training and guidance on procurement best practices, including setting standards and monitoring KPIs.
- Serves as a subject matter expert on policies and procedures related to solicitation and purchasing.
- Advises colleagues and stakeholders on rules, regulations, policies, and procedures pertaining to contractual agreements.
- Develops new procedures, user guides, and conducts training for internal teams.
- Ensures transparency, efficiency, and achievement of desired outcomes in the procurement process.
- Forecasts and plans procurements, focusing on needs, timelines, and goal setting for milestones and targets.
Minimum
- A baccalaureate degree from an accredited college and four (4) years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
- A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
Preferred
- Prior leadership experience in a large educational setting.
- Familiarity with NYCPS specific systems including FAMIS, COGNOS, CTS & CPS.
- Attentive to detail and ability to manage multiple priorities simultaneously efficiently and effectively.
- Excellent organizational, written and communications skills.
- Knowledge of the NYCPS’s Financial Accounting Management Information System.
- Expert level knowledge of Financial Management System (FMS).
- Knowledge of Contract Registration Process and the NYCPS’s procurement rules.
- Proficient in Microsoft Office 365 applications including Outlook, Word and Excel.
- National Institute of Governmental Purchasing (NIGP) certification.
- Experience and/or familiarity with transportation procurements.
- Ability to analyze a problem or situation and quickly capture the important elements.
- Experience working in competitive procurements.
- Ability to read and interpret laws, rules and policies.
- Ability to meet deadlines consistently.
- Attentive to detail, extremely well organized, and able to work under pressure.
- Strong interpersonal and customer interface skills.
- Experience working in a team environment and adhering to deadlines; the ability to multitask.
