The Office of Citywide Procurement (OCP) is the centralized procurement line of service with various external and internal functions, including ensuring that procurement processes comply with all applicable rules and mandates. In support of all City agencies, OCP is responsible for citywide contract management, quality assurance, and supply chain management. This work helps maintain the public trust and ensures that all products and services support the City's overarching environmental and economic justice goals.

The Program Analyst supports the administration and continuous improvement of employee-focused citywide programs, including the Child Care Program, OMNY Card Ordering Program, and P-Card and Travel Program. The position is responsible for program coordination, policy implementation, data analysis, customer service, compliance monitoring, and stakeholder engagement to ensure efficient and effective program operations across participating agencies and employees.

Program Analyst duties will include the following, but are not limited to:

  • Research surplus sales from various entities to generate greater revenue
  • Coordinate reports and prepare planning documents as it relates to storehouse functions.
  • Prepare and coordinate logistics between DCAS and other City Agencies
  • Recommends new procedures and/or revise current ones
  • Manage accounting records to ensure that all sales order & invoice payments, on-line auction receipts and transfer appraisal transactions/values are accurately and completely recorded in a timely fashion
  • Manage and conduct field audits and site inspections
  • Review online auctions for accuracy and completeness
  • Communicate with agencies and/or vendors to resolve any issues or disputes
  • Provide coordination and oversight to agency personnel and stakeholders in planning, coordinating and executing projects.
  • Assist in preparing templates, standard procedures and process flows
  • Assists in implementing policies regarding the identification and tracking of durable goods.
  • Perform other related duties.

STAFF ANALYST - 12626

Minimum Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

Preferred Skills

  • Strong in-person customer service experience. -Strong desire to work with diverse groups of people. -Excellent and effective communication skills (written and oral), including the ability to understand and be understood in English. -Able to handle sensitive situations and maintain a high degree of confidentiality. -Able to analyze problems and handle potentially difficult situations. -Comfortable working in a fast paced and dynamic atmosphere, handling multiple activities at a time. -Able to adhere to deadlines. -Able to work well independently and within a team. -Strong computer skills, including experience with the Microsoft Office Suite. -Must possess strong attention to details.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
