The Office of Citywide Procurement (OCP) is the centralized procurement line of service with various external and internal functions, including ensuring that procurement processes comply with all applicable rules and mandates. In support of all City agencies, OCP is responsible for citywide contract management, quality assurance, and supply chain management. This work helps maintain the public trust and ensures that all products and services support the City’s overarching environmental and economic justice goals.

The Director of Strategy and Program Implementation will provide strategic leadership, oversight, and administration of citywide programs, including but not limited to: the Child Care Program, OMNY Card Ordering Program, and P-Card and Travel Program. This position is responsible for establishing program direction, developing policies and operational frameworks, ensuring compliance, managing stakeholder relationships, overseeing program performance, and driving continuous improvement initiatives. The Director collaborates with City agencies, executive leadership, vendors, and external partners to ensure the effective delivery, sustainability, and enhancement of citywide programs that support employees and agency operations.

Additional functions of the Director of Strategy and Program Implementation will include but not be limited to the following:

  • Manage and Direct staff on their daily activities in conjunction with the LOS’s key initiatives.
  • Meet with key stakeholders citywide on issues surrounding programmatic needs and updates.
  • Manage DCAS’s first of its kind childcare program. Responsible over administrating the childcare contract, managing the vendor, reviewing invoices for accuracy, issuing guidance and communication, and managing child enrollment procedures.
  • Perform, develop and manage OCP/DCAS’s key strategic initiative through the various units within the LOS.

Only permanent employees in the civil service title of Administrative Staff Analyst and those in comparable civil service titles are eligible to apply.

ADMINISTRATIVE STAFF ANALYST ( - 1002A

Minimum Qualifications

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred Skills

  • Strong in-person customer service experience. - PMP Certification - Strong desire to work with diverse groups of people. - Excellent and effective communication skills (written and oral), including the ability to understand and be understood in English. - Able to handle sensitive situations and maintain a high degree of confidentiality. - Able to analyze problems and handle potentially difficult situations. - Comfortable working in a fast paced and dynamic atmosphere, handling multiple activities at a time. - Able to adhere to deadlines. - Able to work well independently and within a team. - Strong computer skills, including experience with the Microsoft Office Suite. - Must possess strong attention to details.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
