The South Carolina Department of Health & Human Services (SCDHHS) is the State MedicaidAgency for South Carolina. This agency is focused on the modernization of the State’sMedicaid Management Information System (MMIS). The modernization is a majorundertaking for SCDHHS and requires major transformation of culture, processes andtechnology. The modernization program supports the Department’s transition from primarilya fee-for-service payor of claims towards a program and policy driver for health outcomesprimarily through managed care programs. The program’s strategy supports significantinnovation in MMIS thinking and mindset and is aligned with MMIS innovation at the nationallevel as well.Scope of the Project:The Quality Assurance Tester - Advanced will be assigned to projects for the South CarolinaDepartment of Health and Human Services (SCDHHS), in collaboration with the SCDHHSProject Management Office (PMO).The PMO is responsible for staffing all SCDHHS projectsas well as establishing and monitoring IT related governance and standards, which arefollowed by all enterprise project teams.the Medicaid Agency for SC.Candidates who enjoy working on complex, change-oriented projects will find this positionattractive.POSITION:Quality Assurance Analyst- ConsultantPRE-EMPLOYMENT CHECKS?State mandatory - Criminal, Credit and E-Verify background checksDaily Duties / Responsibilities:Responsible for performing tests on technical solutions to isolate and solve issues. Initiatestests, analyzes results, and finds solutions to technical problems.• Develop test plans, QA and/or User Acceptance Testing processes and test cases forproduct management and software development teams.• Develop and maintain SDLC traceability from test cases to requirements anddesigns/software components• Design and support user interface testing of applications and regression testing.• Test software applications for reliability and stability.• Implement testing programs to perform quality assurance on technical applicationsincluding negative testing and usability.• Design and/or run automated testing scripts with oversight for deployment of tests• Participate in defect triage, retest, and resolution• Create quality assurance documentation and reports as required• Adhere to established software testing governance policies, best practices andguidelines and recommend improvements• Perform reviews, walkthroughs, or inspections and adhere to established governancestandards.• Should be able to communicate and publish status reports of all open issues and gapsfound during test phase and articulate the details to the Development teamsREQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):• 5 years translating businessrequirements or policydocumentation into test cases andscenarios• 5 years building test cases andscenarios into test systems• 3 years deep knowledge ofhealthcare operations (preferablyMedicaid), business processes• 3 years direct hands on experiencewith formal test design tools;proficient in use of manual orautomated testing tools such asAzure DevOps or Atlassian JIRA andConfluencePREFERRED SKILLS (RANK IN ORDER OFIMPORTANCE):• 5 years large enterprise or e-business systems experience.• 3 years prior experience working ina standard SDLC (waterfallmethodology) & in an AGILE delivery• Healthcare operations specificallyMedicaid experienceREQUIRED EDUCATION:Bachelor’s degree in a technical, business,healthcare or related field.
