This role serves as the local subject matter expert and operational leader for all HSE programs, ensuring regulatory compliance, promoting a proactive safety culture, and driving continuous improvement to support an incident-free workplace.

Position Summary

The HSE Manager is responsible for developing, implementing, and continuously improving health, safety, and environmental programs while ensuring compliance with company standards and all applicable federal, state, and local regulations. Reporting to operational and functional leadership, this role serves as the primary HSE resource for the facility and supports broader organizational initiatives related to safety culture, risk management, training, compliance, incident prevention, and environmental stewardship.

Essential Responsibilities

HSE Leadership & Program Management

  • Serve as the site lead and subject matter expert for all health, safety, and environmental programs
  • Evaluate program effectiveness and identify opportunities to improve performance and compliance
  • Exercise stop-work authority when unsafe acts, conditions, or practices are identified
  • Partner with leadership to establish HSE goals, priorities, and performance expectations

Regulatory Compliance & Risk Management

  • Ensure compliance with all applicable federal, state, local, and organizational HSE requirements
  • Maintain required documentation, records, permits, and reporting obligations
  • Conduct facility inspections, audits, and compliance assessments
  • Collaborate with operations and maintenance teams to identify, assess, and mitigate risks

Incident Investigation & Safety Programs

  • Lead incident investigations, root cause analyses, and corrective action planning
  • Support and administer Behavior-Based Safety (BBS) initiatives
  • Manage workers’ compensation claims and return-to-work coordination activities
  • Support contractor safety management and compliance programs

Training & Workforce Development

  • Develop and deliver HSE training programs for employees, supervisors, managers, and contractors
  • Facilitate new hire safety orientation and onboarding programs
  • Conduct safety awareness campaigns and ongoing workforce education initiatives
  • Assess organizational training needs and develop targeted learning solutions

Continuous Improvement & Operational Partnership

  • Standardize HSE processes, documentation, and reporting methodologies
  • Participate in policy reviews, procedural updates, and management system improvements
  • Support budgeting, planning, and resource allocation for HSE initiatives

Supervision & Professional Development

  • Provides leadership and oversight to site-level HSE personnel
  • Serves as a trusted advisor to plant leadership and operational management
  • Collaborates with corporate leadership, operations, maintenance, quality, and engineering teams

Qualifications

Education

  • Bachelor’s degree in: Occupational Health & Safety, Environmental Science, Industrial Safety, Engineering, or related discipline required
  • Preferred certifications include:
    • ASP (Associate Safety Professional)
    • GSP (Graduate Safety Practitioner)
    • CHSC (Certified Health and Safety Consultant)
    • MSO or equivalent safety certification
Experience

  • Minimum 5 years of progressive HSE leadership experience required
  • Experience within manufacturing, industrial, construction, or related environments preferred
  • Demonstrated experience leading incident investigations, root cause analyses, hazard assessments, risk mitigation initiatives, and safety training programs
  • Experience working with regulatory agencies and compliance requirements
  • Prior supervisory or leadership experience preferred

Domain Knowledge

  • Strong knowledge of OSHA regulations and compliance requirements
  • Understanding of environmental regulations and industrial safety standards
  • Experience with Behavior-Based Safety (BBS) programs
  • Knowledge of hazard analysis, job safety analysis, and risk assessment methodologies
  • Familiarity with workers’ compensation and contractor safety programs
  • Understanding of continuous improvement and operational excellence principles
