The primary purpose of this position is: To serve as Director in the Directorate of Manpower and Personnel at Joint Task Force Civil Support (JTF-CS) with responsibility for directing the activities of the Directorate. Manages JTF-CS programs to meet command, USNORTHCOM, Air Force, and DoD wide mission objectives.

Qualifications:

-----------------------------CONTINUED CONDITIONS OF EMPLOYMENT--------------------------------------------------------

  • Work may require short notice travel away from the normal duty station to locations within and outside of the continental United States on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY) or deployments (under 30 days) to non-combat locations. Training may be required to prepare the incumbent for extended TDY under field conditions, which may expose incumbent to hazardous conditions and potentially life-threatening conditions. Special dietary or religious requirements may not be accommodated during TDY or training exercises.
  • YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
  • Special dietary or religious requirements may not be accommodated during TDY or training exercises
  • Employee may be required to work non-traditional duty hours and/or be "on call" after normal duty hours, which may include evenings, weekends and holidays. Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies. Frequently, incumbent may be required to be on a two or four hour recall
  • Incumbent may be required to carry a phone and/or pager (Government furnished) and must participate in any "call back" drills conducted by the organization (unless on approved leave)
  • Incumbent must possess and maintain a valid state driver's license due to frequent travel while conducting required coordination with field units
  • Employee is expected to have a family care plan in place (if applicable) to allow employee to deploy in as little as 4 hours after notification. Employee's plan must allow for the possibility of deployments of at least 30 continuous days or more
  • IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME). ME personnel perform a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency or during hazardous weather conditions to keep critical operations functioning. These personnel are required to report for duty at normal times when the base is closed or if delayed reporting is directed and remain on duty during phased or early release
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes working with policies, procedures, and methodologies pertaining to Manpower and Personnel; Evaluate mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance; Supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors; Analyze, plan, and adjust work operations to meet program requirements and objectives within available resources.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Manpower and Personnel.
  2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance.
  3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
  5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

  • As J1 Director, plans, organizes, and oversees the activities of the Directorate. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide manpower and personnel functions and activities; participates in providing both technical and administrative direction to assigned nonsupervisory employees.
  • Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work of J1 Directorate staff. Advises staff regarding policies, procedures, and directives of higher level management or headquarters.
  • Establishes, develops, and maintains effective working relationships with a variety of command and functional area organizations. Represents the directorate at higher levels within the organization and at conferences with HQ USAF, DOD, and other agencies.
  • Participates in incident and CBRN Response Enterprise (CRE) operations managing and conducting personnel readiness and personnel accountability functions that support Joint Reception, Staging, Onward Movement and Integration (JRSOI).
