Purchasing Agent
The purpose of this position is to facilitate, coordinate, and administer purchasing and procurement activities in support of the Agency’s cooperative purchasing program, TXShare. This position is responsible for applying knowledge of public procurement and solicitation methods, developing specifications for solicitation and procurement activities, preparing procurement and contract documents, coordinating formal solicitations, and supporting the delivery of timely, cost-effective, and high-quality cooperative contracts. The TXShare Purchasing Agent supports contract administration, vendor and member coordination, and related program activities that advance the goals of the TXShare program.

Purchasing Agent

This position is responsible for applying knowledge of public procurement and solicitation methods, developing specifications for solicitation and procurement activities, preparing procurement and contract documents, coordinating formal solicitations, and supporting the delivery of timely, cost-effective, and high-quality cooperative contracts. The TXShare Purchasing Agent supports contract administration, vendor and member coordination, and related program activities that advance the goals of the TXShare program.
Responsibilities:
- Provides customer service and coordinates procurement and solicitation activities for the TXShare program in accordance with established guidelines, policies, procedures, rules, regulations, and applicable laws. Performs these responsibilities through independent coordination, virtual communication, electronic systems, and technology-based work processes.
- Prepares, organizes, and reviews bid specifications and procurement documents; coordinates the preparation and distribution of bid invitations to vendors; ensures requests for bids, quotes, or proposals meet applicable federal and state law requirements; analyzes vendor responses; provides recommendations for contract awards; maintains procurement files; and assists with dispute resolution and protest administration. These duties are primarily administrative and analytical in nature and are performed through electronic procurement and document management systems.
- Maintains vendor lists; monitors and tracks vendor performance; performs contract administration activities; communicates with users, vendors, and other parties regarding defective or unacceptable goods or services to determine causes of problems and support corrective action; develops and maintains professional relationships with vendors; and serves as a contract manager for TXShare contracts through ongoing coordination and facilitation with members and vendors. These functions are primarily carried out through phone, email, virtual meetings, and other remote communication methods.
- Develops, implements, and maintains purchasing policies and procedures in conjunction with regulatory guidelines and state and federal laws to support business needs; coordinates the development and delivery of training to staff regarding purchasing and procurement practices and policies, including through virtual platforms and remote collaboration tools as appropriate.
- Works with team members to determine or recommend the most effective sequencing of events, tasks, and project activities in order to optimize achievement of project goals; serves as a TXShare team point of contact; and coordinates and/or performs project duties and assignments through independent project management, virtual coordination, and technology-enabled collaboration.
- Serves as a TXShare representative by attending meetings, events, seminars, workshops, and conferences as assigned; serving on committees; assisting with display booths and materials when needed; responding to inquiries from members, vendors, and decision-making forums; and coordinating activities with other program areas, departments, and local, state, and federal governments. Regular in-person attendance is not required for routine daily work, but onsite or field attendance may be required periodically for meetings, events, outreach, or other business purposes.
- Develops, implements, and manages cooperative procurement initiatives related to the TXShare program; works with program staff and TXShare stakeholders to develop and procure solutions that meet cooperative purchasing needs and address challenges identified by TXShare members and participating groups. This work is primarily performed through planning, coordination, research, communication, and document development, and is well-suited to an offsite work environment.
- Facilitates the Agency’s TXShare shared services initiatives and assists with the development, procurement, outreach, rollout, and coordination of shared services programs. Responsibilities are primarily administrative, strategic, and coordination-based, and may be effectively performed offsite except where in-person participation is specifically needed.
