Title: Fiscal Compliance Officer

Department: Community Development

Grade: S32 Salary: $47,000

Position Summary

The Fiscal Compliance Officer in the Office of Community Development is responsible for managing grant drawdowns, tracking financial activity, and supporting day-to-day office operations. This role ensures funds are processed accurately, records are maintained, and all activities comply with applicable regulations.

The ideal candidate is detail-oriented, organized, and able to handle multiple tasks in a fast-paced environment. This position regularly works with the public and requires professionalism, clear communication, and the ability to work well with staff, residents, community groups, and businesses.


Essential Duties and Responsibilities

Grant & Financial Administration

·       Process grant fund requests and keep accurate records.

·       Review certified payroll for compliance with project and legal requirements.

·       Complete monthly bank reconciliations and resolve any issues.

·       Track deposits, fees, and payments with the Treasurer and Auditor.

·       Process payment warrants for various programs and properties.

·       Assist with audit preparation and ongoing financial reporting.


Program & Property Support

·       Manage leases and MOUs for certain municipal properties.

·       Keep lease and permit records up to date and ensure timely renewals.

·       Support oversight of department-managed properties and programs.


Office & Administrative Support

·       Answer phones, assist visitors, and provide general customer service.

·       Process applications, permits, and related documents.

·       Coordinate public notices, mailings, and meeting advertisements.

·       Maintain organized physical and digital records.

·       Provide general office support, including filing, scanning, and correspondence.


Additional Responsibilities

·       Perform other duties as assigned by the supervisor to support departmental goals and operations.


Qualifications

Education and Experience

  • High School diploma and two to three years of administrative or clerical experience, or equivalent combinations of education and experience. Associate degree or higher preferred.


Knowledge, Skills, and Abilities

  • Understanding of basic accounting principles.
  • Comfortable using financial software and Microsoft Office.
  • Strong organizational skills with attention to detail and accuracy.
  • Clear written and verbal communication skills.
  • Ability to read and apply federal, state, and local regulations.
  • Ability to manage multiple tasks, prioritize work, and meet deadlines.
  • Ability to use good judgment and handle confidential information.
  • Ability to build and maintain positive working relationships with staff, officials, residents, and partners.


Work Conditions and Physical Requirements

·       This position is performed in a professional office environment and is primarily desk-based. Regular on-site attendance during standard business hours is required; remote work is not available for this role.

·       The position is largely sedentary and involves extended periods of sitting and computer use. Occasional standing, walking, bending, and reaching may be required. Duties include handling files and documents, operating standard office equipment, and opening filing cabinets. While performing the duties of this job, the employee is occasionally required to sit; stand; walk; use hands to finger, handle, feel, or operate objects, tools, or controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds.
