Manages the design, implementation, and evaluation of corporate eLearning programs through NJ TRANSIT’s LMS, ensuring alignment with the organization’s learning goals.
Manages the implementation of eLearning programs within NJ TRANSIT’s LMS, ensuring a high-quality user experience and supporting system-wide training initiatives.
Collaborates with the eLearning Solutions Manager and Director to develop and customize instructional materials, flyers and emails using tools like Articulate 360 and other graphic and instructional design software

Talent Development and Strategy Implementation:
Manages the operational execution of corporate talent development strategies, focusing on educational best practices and digital learning solutions to meet NJ TRANSIT’s goals.
- Evaluates program outcomes, analyzes data, and tracks learning trends to continually improve learning programs.
- Partners with the Director to align talent development with NJ TRANSIT’s corporate business priorities, bridging capability gaps and addressing employee needs through formal and informal development programs.
Manages the design, implementation, and evaluation of corporate eLearning programs through NJ TRANSIT’s LMS, ensuring alignment with the organization’s learning goals.
- Works with key internal stakeholders to create and expand custom eLearning programs that address corporate learning and development needs.
- Administers eLearning programs to support the growth and development of the employee population, focusing on compliance, skill enrichment, and leadership development.
Manages the implementation of eLearning programs within NJ TRANSIT’s LMS, ensuring a high-quality user experience and supporting system-wide training initiatives.
- Provides system training and support to business partners, ensuring effective use of the LMS and advising on best practices for system design and functionality.
- Supports the integration and consolidation of learning programs into a unified platform, advising on and supporting new system configurations to enhance user experience and streamline training processes.
Collaborates with the eLearning Solutions Manager and Director to develop and customize instructional materials, flyers and emails using tools like Articulate 360 and other graphic and instructional design software
- Designs learning content tailored to various employee levels, from individual contributors to senior leadership.
- Ensures all learning materials align with NJ TRANSIT’s corporate strategy and organizational objectives.
Education, Experience & Qualifications:
- Bachelor’s degree in Education, Organizational Development, Educational Technology, Business Administration, Human Resources or a related field (Master’s degree preferred).
- Relevant professional experience in lieu of formal education may be considered on a year-for-year basis.
- At least 4 years of administrative experience with any fully functional LMS system required OR at least 2 years of administrative experience in Docebo LMS or Oracle Cloud Learn.
- At least 5 years of professional experience in the design, implementation, and evaluation of learning programs, with a strong foundation in pedagogy, instructional design, curriculum development, and lesson planning. Previous instruction experience a plus.
- At least 2 years creating digital educational content in Articulate 360.
- Proven ability to collaborate in cross-functional, matrixed, or service-oriented organizations.
- Excellent written and verbal communication skills, with the ability to convey complex and technical concepts clearly and educate others on software use and processes.
- Demonstrated ability to work in a multi-functional, multi-cultural, and inclusive environment.
- In-depth knowledge of learning and educational best practices, including curriculum & instructional design and educational psychology.
- Strong customer service skills.
- Exceptional project management organizational and documentation skills, with the ability to prioritize and manage multiple learning and development projects simultaneously.
- Demonstrated problem-solving and decision-making skills, with the ability to apply data-driven insights to learning strategies.
- Advanced Educational Technology skills, including operational and technical proficiency with Learning Management Systems (LMS).
- Experience with instructional design tools, Articulate 360 preferred.
- Ability to leverage learning analytics and data to inform and improve learning strategies.
- A focus on continuous improvement and innovation in the development and delivery of learning solutions.
- A commitment to lifelong learning, with a focus on evolving trends in adult and digital education.
