NATURE OF WORK: This position is responsible for providing professional accounting services, setting and monitoring budgets, and ensuring grant budgets and expenditures are compliant and reimbursable from federal, state, local, and third-party funding sources.


DUTIES AND RESPONSIBILITIES:

• · Review new and existing grant contracts for compliance with Tribal contracting procedures and the terms of the reimbursable agreement.

• Coordinate internal review processes.

• Work with Tribal management to establish budgets for reimbursable agreements.

• Establish budgets in the Tribe's Financial Management System.

• Monitor financial status, revenue, and expenditures of the individual project budgets and provide monthly Budget Status Reports to appropriate management staff.

• Advise program/project management of budget variance issues.

• Review and approve requisitions from Tribal management for charges to ensure that they are compliant with grant rules and regulations.

• Process billings to federal, state, local, and third-party granters per the terms of individual contracts.

• Prepare and submit periodic financial status reports as required to grant sources.

• Prepare monthly and year-end closing of the books, review expenditures and distribute financial information to the appropriate programs.

• Assist outside auditors by preparing schedules, providing explanation of supporting materials and procedures, and preparing any other necessary data or documentation.

• Assist with providing training to Nisqually Indian Tribe staff regarding financial policies and procedures.

• Recommend, design, and seek authorization to implement new department controls or procedure changes to improve current systems.

• Review financial activity of Tribal organizations to ensure compliance with Tribal accounting procedures and policy.

• Other duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

• Knowledge of Generally Accepted Accounting Principles, bookkeeping theories and practices, and office procedures.

• Knowledge of federal regulations for accounting and auditing compliance.

• Ability to use financial management software and systems, manage financial databases and generate spreadsheets.

• Ability to prepare comprehensive financial reports and summaries.

• Ability to research, interpret, analyze, and explain detailed and complex financial data, legal documents, and government regulations.

• Ability to understand and follow complex oral and written instructions and technical terminology.

• Ability to communicate effectively orally and in writing.

• Ability to work successfully as part of a team and to establish and maintain effective relationships with a variety of government employees and officials, and the general public.

• Ability and willingness to assume responsibility for accuracy and timeliness of work projects and to work independently.

• Ability. to maintain and practice strict confidentiality regarding financial information, records, and other matters at all times.

• Skill in performing detailed and accurate accounting calculations.

• Ability to establish and maintain organized work methods.

• Ability to provide orientation, training, and supervision to accounting personnel.

• Ability to work with a wide-range of tribal programs and projects, and Tribal leadership to provide strategic guidance regarding policies and procedures and to clarify the Tribe's accounting process.


MINIMUM QUALIFICATIONS:

• Bachelors degree in accounting or a related field from an accredited institution AND three years of professional accounting or auditing experience including one year of experience supervising fiscal positions OR an equivalent combination of appropriate experience and/or post secondary education.

• Must be able to pass a criminal history background check.

• Must have a valid driver's license and must be insurable under the Nisqually Tribe's policy.

 




  • Background Check:
    I authorize Nisqually Indian Tribe or its designated third-party agency to conduct a background investigation, which may include verification of past employment, education, criminal history, and other relevant records.




  • Drug Screening:
    I understand that I will be required to undergo a drug screening test as a condition of employment (or engagement). A positive result, refusal to test, or tampering with the test may result in disqualification or termination of employment.
