The Opportunity
The Deputy Program Manager (DPM) for contracts supports the Program Manager in overseeing day-to-day program execution, ensuring all contractual, financial, and operational requirements are met across multiple Department of State (DoS) task orders and projects. This role provides critical support in project management, contract oversight, financial tracking, proposal development, and stakeholder coordination. The DPM helps drive execution across a diverse project portfolio to meet key business objectives—orders, revenue, operating income, and cash flow—while ensuring full compliance with SOWs, schedules, deliverables, and cost commitments.
The DPM plays an integral role in the growth and success of the company by developing pricing models, managing vendor and procurement activities, ensuring timely reporting, and supporting special projects essential to program and organizational performance.
Key Responsibilities
Project Management
- Ensure adherence to all Task Order Statements of Work (SOWs), including in-scope/out-of-scope determinations and requirements tracking.
- Support proposal development, pricing activities, and ongoing bid preparation.
- Maintain and update DoS Program organizational charts.
- Capture, track, and distribute meeting minutes, summaries, and action items.
Contract Oversight
- Oversee and ensure compliance with all applicable contracts and task orders.
- Support contract proposals, modifications, vendor management, and procurement activities to meet SOW requirements.
Task Order Deliverables
- Coordinate and support Task Order kick-off meetings.
- Prepare and submit monthly program reports.
- Support monthly invoice reviews to ensure accuracy and alignment with contractual requirements.
Financial and Task Order Tracking
- Serve as primary reviewer/approver for employee timesheets and expense reports.
- Monitor labor hours and costs against budgets and forecasts.
- Oversee ODC/PO tracking and approvals, ensuring alignment with budgeted amounts.
- Manage EWW (Extended Work Week) requests, tracking, and documentation.
- Track and approve uplifts and related financial adjustments.
- Provide input for monthly financial reporting and analysis.
Program Execution & Support
- Monitor program activities to ensure compliance with technical requirements, schedules, deliverables, and cost commitments.
- Prepare price models, cost estimates, and support development of contract proposals and modifications.
- Deliver monthly reporting, analytics, and performance insights to company leadership.
- Contribute to achievement of operational goals with a direct impact on program and company performance.
- Participate in special initiatives and projects essential to program growth and strategic outcomes.
- Fluency in English (written and spoken)
- Active Secret or higher Security clearance; or the eligibility to obtain and maintain a secret clearance with the US Government
Education
- Bachelors Degree in Business Administration or a related discipline
Required Skills, Experience & Abilities
- 5 years of experience in project management
- Proven track record in effectively managing programs or projects on aggressive timetables
- Excellent organizational skills and ability to effectively prioritize
- Strong interpersonal skills, collaborative work style, and drive to deliver on commitments
- Excellent communication and presentation skills

Finance and cost accounting experience, including:
- Price models
- Cost tracking and analysis
- Budgeting, actuals, indirect/direct expenses, burdens
- Financial reporting
- Microsoft Office 365 and SharePoint proficiency
- Intermediate to advanced proficiency in Excel
Preferred Qualifications
- Program or project management experience supporting U.S. Government contracts involving information systems development, deployment, and O&M
- Knowledge of government and commercial acquisition processes and basic contracts management
- PMP certification (preferred)
- Strategic thinker with strong analytical skills
