Duties Description

Duties of the Senior Economist (Labor Research) may include, but are not limited to the following:

  • Responsible for the data collection of an assigned portion of the bi-annual OEWS (Occupational Employment & Wage Statistics) survey of approximately 6,700 employers.
  • Process survey data and generate reports using the Bureau of Labor Statistics (BLS) developed computer database program known as OWDN on a timely basis.
  • Assist with the on-going quality assurance review of survey data and with the OEWS interim and final master file review and revision process.
  • Perform and/or oversee complex survey industry changes.
  • Develop thorough knowledge of NAICS.
  • Act as OEWS liaison with Classification Unit on all NAICS related issues. Review completed survey forms.
  • Investigate, document, and if necessary, revise all discrepancies.
  • Code all non-coded occupations.
  • When necessary, contact employers to resolve discrepancies.
  • Assist with creation, review and publication of OEWS estimates.

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:

Economist Trainee 1 Labor Research (Grade 14):

A bachelor’s degree in economics or a bachelor’s degree including or supplemented by 18 semester credit hours in economics and an additional 6 credits from among the following course work areas: computer science, economics, econometrics, mathematics, operations research, research methods, or statistics.

Economist Trainee 2 Labor Research (Grade 16):

A bachelor’s degree in economics or a bachelor’s degree including or supplemented by 18 semester credit hours in economics and an additional 6 credits from among the following course work areas: computer science, economics, econometrics, mathematics, operations research, research methods, or statistics; and one year of professional experience collecting, interpreting and analyzing economic information and data to prepare reports; and designing and evaluating long-term simulations and economic models.

Senior Economist Labor Research (Grade 18):

A bachelor’s degree in economics or a bachelor’s degree including or supplemented by 18 semester credit hours in economics and an additional 6 credits from among the following course work areas: computer science, economics, econometrics, mathematics, operations research, research methods, or statistics; and two years of professional experience collecting, interpreting and analyzing economic information and data to prepare reports; and designing and evaluating long-term simulations and economic models.

It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State.   • a bachelor's degree or higher including or supplemented by 18 semester credit hours in economics and an additional 6 semester credit hours from among the following course work areas: computer science, economics, econometrics, mathematics, operations research, research methods, or statistics.

Reassignment Qualifications: (DOL EMPLOYEES ONLY)

Current Department of Labor employees only, with at least one (1) year of permanent or contingent-permanent, competitive service in an Economist Trainee 1 Labor Research, Economist Trainee 2 Labor Research, or Senior Economist Labor Research 1; if you have less than one year, you must be reachable on the current list for this location, if one exists.

70.4 Transfer Qualifications:

New York State employees with at least one (1) year of permanent or contingent-permanent, competitive service as a Grade 11 or higher AND a passing score on the Professional Career Opportunities - Select Titles exam OR the Public Administration Traineeship Transition Program exam, as well as:

  • a bachelor's degree or higher in economics; OR
  • a bachelor's degree or higher including or supplemented by 18 semester credit hours in economics and an additional 6 semester credit hours from among the following course work areas: computer science, economics, econometrics, mathematics, operations research, research methods, or statistics.

Note: Candidates must not have failed the most recent examination for this title. Appointments are made at the Trainee 1 level.

Candidates with no previous state service will begin at the starting rate of the salary range listed above.
