The Trades Specialist (Plumber/Steamfitter) performs journey-level plumbing and steamfitting work, including the installation, alteration, and repair of pipes, fittings, and fixtures for heating, ventilation, water, and drainage systems in accordance with plans and plumbing codes. In this role, the incumbent assembles and joins metal and nonmetal piping using various methods, tests systems for leaks, welds holding fixtures, and reads blueprints to plan and prepare necessary materials. Additionally, this position involves supervising and instructing assistant staff through verbal direction and hands-on demonstration of proper techniques and tool safety. Preferred candidates will have experience with Deionized/Reverse Osmosis water production systems and water backflow prevention.

Minimum Qualifications

Non-competitive: Four years of full-time experience in plumbing under a skilled tradesperson; which would provide training equivalent to that given in a training, apprenticeship, or equivalent program, OR an equivalent combination of experience and training gained by completion of technical courses in plumbing at a school, institute, or branch of the Armed Services; OR successful completion of the two-year Trades Specialist (Plumber & Steamfitter) traineeship or a two-year plumbing training, apprenticeship, or equivalent program* such as the New York State Civil Service Employees Association-Partnership Applied Skilled Trades Traineeship and Certificate Program.

  • Successful completion of the traineeship and the training program include a total of 288 hours of trade-specific classroom instruction, 45 hours of technical math course work, 45 hours of technical communications course work, and 15 hours of blueprint/schematic reading course work. Course work must be completed with an average of “C” or better. Additionally, successful completion of the traineeship also includes 4,000 hours of on-the-job training.

Preferred Qualifications: Preferred candidate will have experience with Deionized (DI) and Reverse Osmosis (RO) water production systems and water backflow prevention. They must be skilled in installing, maintaining, and repairing a wide range of plumbing fixtures, gas and steam appliances, heating systems, and water pumps. Qualified candidate should be able to diagnose equipment issues by consulting with users, performing visual inspections, and using testing tools like pressure and vacuum gauges. Additionally, this role requires the ability to interpret technical manuals, diagrams, and plumbing codes to plan repairs, order appropriate replacement parts, and lay out high- and low-pressure piping systems. The candidate must have a proven track record of executing new installations, system alterations, and major repairs in strict compliance with project specifications and plumbing codes.

Additional Comments

The selected candidate will be required to work off-shift hours, including evenings and weekends, to perform necessary repairs and installations.

For new State employees appointed to graded positions, the annual salary is the hiring rate of the position (beginning of the salary range). Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
