NYC Department of Transportation's Division of Facilities Management is seeking a Chief of Staff and Deputy Director of Project Delivery to serve in a dual-capacity leadership role. This position combines strategic planning and operational execution to support the Division's mission and ensure the successful delivery of critical facilities initiatives.
Reporting directly to the Assistant Commissioner for Facilities Management, the selected candidate will serve as a trusted advisor, partnering with Division leadership to coordinate operational priorities, facilitate project delivery, and strengthen collaboration across internal teams and external agency partners.
The duties and responsibilities of this position include, but are not limited to, the following:
-Serve as a strategic advisor and thought partner to the Assistant Commissioner by managing day-to-day division operations, establishing priorities, and coordinating activities across business units.
-Lead the planning, coordination, and execution of division-wide initiatives and special projects to ensure alignment with agency goals and operational objectives.
-Develop executive-level briefing materials, reports, presentations, correspondence, and memoranda to support informed decision-making by senior leadership.
-Oversee organizational planning efforts, including workforce planning, staffing strategies, performance metrics, standard operating procedures (SOPs), and continuous process improvement initiatives.
-Coordinate with procurement, contract management, and real estate teams to facilitate the successful planning and delivery of facilities projects.
-Manage cross-functional collaboration among internal divisions, executive leadership, and external agency partners to ensure effective communication and timely project execution.
-Prepare agendas, meeting materials, and follow-up actions for executive meetings, ensuring key decisions and action items are tracked through completion.
-Monitor progress on critical initiatives, identify potential risks or obstacles, and recommend solutions to maintain project schedules and operational objectives.
-Support recruitment efforts by partnering with hiring managers throughout the hiring process, including candidate selection, onboarding, and integration of new employees.
-Foster employee engagement by supporting professional development initiatives, succession planning, and opportunities for career advancement.
-Lead the implementation, administration, and continuous improvement of current and future information technology systems that support Facilities Management operations, ensuring systems effectively meet operational and business needs.

ADMINISTRATIVE STAFF ANALYST ( - 1002D


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
