The Information Technology Services Division (ITSD) within the Department of Health (DOH) works in conjunction with the Public Health Department (PHD) to process and oversee contractual obligations. The high volume of contracts generated by the division and the processing of the contractual obligations for information technology projects requires a high level of skill in procurement, budget and contracts management. In addition, PHD is the largest division within the DOH that consists of complex mixed funding which requires expertise in the financial area to ensure sufficient funding is available for any contractual obligations.

The Senior Purchasing Coordinator is part of Administrative Support Team for the Information Technology Services Division (ITSD). This position provides specialized contract management support services in the preparation, negotiation, and/or review of professional and technical services contracts. Performs the full range of duties involved in the procurement and contract process, and direct operations within the ITSD. Provides assistance to ensure compliance with local, state, federal, and other regulatory guidelines that impact business and finance operations. The position is responsible for duties focused on fiscal information, contracts, procurement, vouchers, journal entries, travel requests, etc.
How does it get done?
This position will process complex contracts and purchase request utilizing multiple funding sources including federal grants; analyze purchase requests and available budget; Audit contracts, rout for approval, create supporting documentation and track contracts; create and track purchase orders, process invoices and create and track journal entries; Generate budget reports, review budget and accounting reports; Process travel requests/vehicle fleet; Attend regular staff meetings, respond to emails and phone calls. Assist Colleagues as needed.

This position supports all of the Department of Health, with some inter-agency collaborations as well.
Ideal Candidate
Excellent communication (both written and verbal) and interpersonal skills.
Excellent Microsoft Office products such as Word and Excel skills.
Familiarity with State of New Mexico procurement processes.
Familiarity with State of New Mexico financial management system (SHARE).
Familiarity with State of New Mexico travel processes.
Minimum Qualification
Bachelor's degree in Business or Accounting and Finance and one (1) year of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Working Conditions
Office setting, exposure to Visual/Video Display terminal (VDTI and extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs. Continuous Visual Acuity and verbal communication. Extensive personal computer usage. Occasional need to move computer equipment. Occasional travel in-state to DOH sites.
