The New Mexico Department of Health (NMDOH), Public Health Division (PHD), Northwest Region serves Bernalillo, Sandoval, Valencia, Torrance, McKinley, Cibola, and San Juan counties through 16 Public Health Offices and mobile outreach services.

The Public Health Division delivers essential population-based and clinical services including immunizations, Medication for opioid use disorder (MOUD), sexually transmitted infection testing and treatment, family planning, breast and cervical cancer screening, harm reduction, infectious disease prevention, maternal and child health services, and other preventive health programs.

The Northwest Region Health Promotion Team functions as a strategic bridge between community priorities and public health action. Through partnership with community health councils, tribal partners, local stakeholders, and Public Health Offices, the team supports implementation of the State Health Improvement Plan (SHIP), Community Health Assessments (CHA), and Community Health Improvement Plans (CHIP).

The work is grounded in DOH leadership principles that emphasize equity, collaboration, stewardship of public resources, accountability for outcomes, continuous improvement, and relational leadership.

This position exists to provide strategic leadership and supervision for the Northwest Region Health Promotion Team and to ensure that health promotion activities measurably improve priority population health outcomes identified through SHIP, CHA, and CHIP processes.

The position ensures Health Promotion staff function as population health strategists working collaboratively with communities and Public Health Offices to develop and implement strategies that improve health outcomes and reduce disparities.

A key strategy within this work includes strengthening community awareness of, access to, and utilization of Public Health Division services. When appropriate, the team also facilitates connection to broader NMDOH programs that influence the same health outcomes.

This position ensures health promotion efforts are integrated, not siloed; collaborative, not duplicative; and strategically aligned with DOH¿s mission to improve health and advance equity for all New Mexicans.

Strategic Leadership and Alignment

Lead regional Health Promotion efforts aligned with SHIP, CHA, and CHIP priorities

Ensure health promotion strategies address root causes and social determinants of health

Promote alignment between community-identified priorities and Public Health Division initiatives

Advance equity-centered strategies that improve population health outcomes

Staff Supervision and Workforce Development

Supervise Health Promotion Specialists and Health Equity staff

Establish clear expectations tied to measurable health outcomes

Provide coaching, mentoring, and performance feedback

Foster a culture of relational leadership, collaboration, and continuous improvement

The position models DOH leadership principles by supporting staff growth, accountability, and shared ownership of outcomes.

Community Partnership and Engagement

  • Strengthen partnerships with community health councils, tribal governments, local stakeholders, and cross-sector partners
  • Support collaborative implementation of community health improvement strategies
  • Ensure authentic engagement of communities disproportionately affected by health inequities

Service Alignment and Systems Integration

  • Ensure staff maintain strong working knowledge of Public Health Division services
  • Support strategies that improve equitable access to relevant public health services
  • Facilitate connections to NMDOH programs such as diabetes prevention, school health, chronic disease programs, environmental health, and other statewide initiatives

This responsibility reflects stewardship of public resources and accountability for ensuring that existing services are leveraged effectively to improve outcomes.

Importantly, staff do not function as service recruiters but as population health professionals who use service alignment as one of several strategies to improve community health.

Regional Leadership and Accountability

  • Serve as a member of the Northwest Region leadership team
  • Support accreditation readiness and performance management initiatives
  • Monitor progress toward priority health indicators
  • Lead special projects and strategic initiatives as assigned

Ideal Candidate

The ideal candidate is a strategic, equity-centered public health leader who models DOH leadership principles in both management and community engagement.

They demonstrate:

Experience supervising staff and managing public health or community-based programs

Strong understanding of population health, health promotion, and health equity

Ability to use data to guide strategy and measure impact

Experience working collaboratively with diverse communities and cross-sector partners

Strong communication, facilitation, and organizational skills

Commitment to relational leadership, accountability, and stewardship

Preferred education includes a Master's degree in Public Health, Health Administration, Public Administration, or a related field.

Minimum Qualification

Associate degree in Business Administration, Healthcare Administration, Statistics, Finance, or a related field and three (3) years of experience with a public assistance program, medical, healthcare, educational, or state facility working with policies and procedures, conducting analysis/research, providing or requesting information from the general public, working with communities, working on health or social service related matters, social work/case management, behavioral health, and/or health care. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License.

Working Conditions

This position is based in the Northwest Region and operates in a hybrid environment including office, field, and community settings.

The position requires:

Regular travel throughout the Northwest Region

Work within Public Health Offices and community partner locations

Participation in regional meetings, stakeholder convenings, and public events

Use of standard office equipment and data systems

Occasional evening or weekend work may be required to support community engagement activities.

The role requires the ability to work independently, manage competing priorities, and collaborate effectively with diverse populations and environments.
