The Northeast Region of the New Mexico Department of Health encompasses 10 counties: Santa Fe, Los Alamos, Rio Arriba, Taos, Colfax, Union, Mora, San Miguel, Harding and Guadalupe. This region includes a dynamic mix of urban, rural, frontier, and tribal communities, offering a unique and rewarding environment for public health professionals committed to equity, service, and innovation.

Staff in the Northeast Region deliver a wide range of essential public health services, including immunizations, reproductive health, breast and cervical cancer screening, harm reduction, Medication for Opioid Use Disorder (MOUD), Medication-Assisted Treatment (MAUD), sexually transmitted infection (STI) prevention and treatment, primary care, and maternal-child health.

Services are provided through traditional public health offices and mobile health outreach, ensuring access in even the most remote communities.

Why does the job exist?

To manage and direct health service operations in the Northeast Region, in tandem with the other Director of Nursing services. This position provides leadership for nurses and assigned personnel within a region; assists in the development and maintenance of standards, policies, procedures and on-going nursing staff development; monitors nursing and other assigned health services for quality and compliance in accordance state and federal regulations; completes Employee Health screenings and upkeep and participates in the regional management team.

How does it get done?

Collaborates with Regional Leadership and statewide nursing leadership to develop standards, policies and procedures for nursing personnel in the Division, including procedures for emergency response. Quality measurement and improvement plans for assigned health services personnel. Assurance of regional compliance and improvement plans for compliance in accordance with the New Mexico Nurse Practice Act, New Mexico Board of Pharmacy regulations, Occupational Safety and Health Administration, Clinical Laboratory Improvement Amendments, Health Insurance Portability and Accountability Act and other state and federal regulations. Develop methods to assure regional health services personnel are competent in their assigned duties. Assure professional development and regular evaluation of assigned health services personnel.

Public Health Clients, staff and Families - As the Director of Nursing Services, this position plays a pivotal role in ensuring that individuals and families across the Northeast Region receives high-quality, accessible care. Many rely on public health clinics for essential services¿such as family planning, cancer screening, immunizations, and STI testing and treatment¿especially in areas with limited access to other providers. This position helps safeguard equitable, respectful, and evidence-based care for those who need it most. Clinical and Support Staff. This leadership role exists to support and develop public health nurses and support staff across the region. The Director provides clinical oversight, coaching, and mentorship to strengthen skills, improve workflows, and build a confident and collaborative nursing workforce amongst the Public Health Offices across the Region. By promoting clinical excellence and operational consistency, this position helps ensure services are aligned with public health priorities, comply with regulatory requirements, and reflect best practices¿regardless of clinic location or staffing patterns. Regional and State Leadership: The Director of Nursing Services bridges front line operations with broader agency strategy. Through data-informed decision-making, quality improvement initiatives, and effective communication, this role supports the implementation of leadership priorities and ensures regional services meet public health goals, funding requirements, and evolving community needs. Communities in the Northeast Region By championing strong clinical systems, equitable access, and culturally responsive care, the Director of Nursing Services supports broader community health outcomes¿especially for rural, under-served, and high-risk populations across the region.

Ideal Candidate

Experience supervising, orienting and training new nursing staff and providing on-going training for established nursing staff. Assisting in chart audits and implementing performance improvement and quality management and quality improvement methods.

Ensuring adherence to clinical policies, protocols and procedures.

Providing public health nursing services such as but not limited too family planning, immunizations, STD, MOUD, Primary care, infectious disease and tuberculosis management; collaborating across varying organizations and writing procedures and statements of expected practices to implement policies.

Experienced public health nursing leader with a strong background in staff development, mentorship, and clinical oversight.

Proven ability to support and develop diverse clinical teams across multiple locations.

Knowledge of public health priorities, regulatory requirements, and best practices.

Skilled in data-driven decision-making and quality improvement initiatives.

Committed to promoting equitable, culturally responsive, and accessible care for under-served, rural, and high-risk populations.

Strong communicator and team player with the ability to align front line operations with broader organizational strategies.

Passionate about community health and fostering collaborative, high-performing teams.

Minimum Qualification

Must possess a current license to practice as a Registered Nurse in New Mexico, or eligibility for such licensure in accordance with New Mexico requirements, or eligibility for a temporary license issued for employment at a specific institution in New Mexico and two (2) years of management experience as it pertains to the essential duties and responsibilities of the classification.

Employment Requirements

Must possess and maintain a valid Driver's License.

Must possess and maintain a current Defensive Driving Course Certification from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

All applicants for this position must be licensed in accordance with the Nursing Practice Act

  • 61-3-2 through 61-3-31 NMSA 1978 and 16.12.1 through 16.12.20 NMAC, as applicable.

CPR for Healthcare Professional.

Working Conditions

Frequent travel throughout the Northeast Region, often more than 35 miles from the home office.

Occasional overnight stays required.

Operation of audio-visual displays and equipment.

Physical activity includes lifting up to 25 pounds.

Repetitive typing and prolonged periods of sitting.

Occasional deviation from normal work schedule to support clinic staff, and public health initiatives, such as immunization clinics and community outreach events.
