About the Role
The Chief Executive Officer (CEO) serves as the strategic and operational leader of New Horizons Center, overseeing all aspects of organizational performance, compliance, growth, financial stewardship, and culture. Reporting directly to the Board of Directors, the CEO is responsible for ensuring exceptional service delivery while advancing the organization’s mission, sustainability, and community impact.

What You’ll Lead
As CEO, you will oversee and strengthen a diverse range of services and organizational functions, including:
Strategic Leadership & Governance
- Partnering with the Board of Directors to guide the organization’s long-term vision and strategic growth
- Leading organizational planning, innovation, and sustainability efforts
- Ensuring strong governance practices and policy implementation
- Providing transparent communication and accountability to stakeholders
Regulatory Compliance & Risk Management
- Maintaining compliance with Arizona DDD, AHCCCS, HCBS, RFQVA, ADA, and all applicable federal and state regulations
- Ensuring readiness for audits, monitoring visits, credentialing reviews, and investigations
- Overseeing incident management, corrective action plans, and organizational risk mitigation
- Serving as the primary liaison with regulatory agencies
Program & Operational Excellence
- Overseeing residential programs, day treatment programs, habilitation services, transportation services, and employment supports
- Ensuring services remain person-centered and community-focused
- Driving quality assurance initiatives and measurable program outcomes
- Supporting operational excellence across multiple service lines and locations
Financial Stewardship
- Leading organizational budgeting and financial strategy
- Overseeing audits, internal controls, financial reporting, and nonprofit fiscal accountability
- Managing government-funded program compliance and financial sustainability
- Identifying opportunities for growth, partnerships, and long-term funding stability
Culture & Leadership Development
- Building and supporting high-performing leadership teams
- Promoting a workplace culture rooted in ICARE values
- Supporting employee development, accountability, and retention
- Ensuring compliance with employment laws and training standards
Community Relations & Advocacy
- Representing New Horizons within the community, with stakeholders, government agencies, and business partners
- Strengthening community partnerships and organizational visibility
- Advocating for individuals with intellectual and developmental disabilities and the services that support them
Transportation & Safety Oversight
- Ensuring transportation services comply with ADOT safety standards, ADA requirements, and driver qualification expectations
- Supporting vehicle safety, maintenance compliance, and risk management initiatives

Working Environment
This is a full-time exempt leadership position requiring flexibility, availability, and a commitment to operational excellence. The CEO serves as an on-call leader and may be required to respond to emergencies, critical incidents, or urgent organizational needs outside standard business hours.

Qualifications:What We’re Looking For
Minimum Qualifications
- Bachelor’s degree in Human Services, Public Administration, Healthcare Administration, Business Administration, or a related field
- Minimum 5 years of experience in developmental disabilities, behavioral health, nonprofit leadership, or human services
- Minimum 3 years of executive or senior leadership experience overseeing multiple programs or service lines
- Strong understanding of regulatory compliance and operational oversight
- Valid driver’s license with a clean driving record
- Ability to meet Arizona DDD credentialing and compliance requirements
Preferred Qualifications
- Master’s degree in a related field
- Experience within Arizona DDD and Medicaid-funded systems (ALTCS/HCBS)
- Experience leading multi-site operations and regulatory compliance programs
- Proven success in nonprofit leadership, organizational growth, and culture development
