Description Of Work

The primary purpose of this position is to provide programmatic leadership, consultation, and implementation support for the Mobile Outreach, Response, Engagement, and Stabilization (MORES) initiative under the Rural Health Transformation Program (RHTP). RHTP is a five-year federal grant awarded by the Centers for Medicare and Medicaid Services (CMS) to improve healthcare access, quality, and outcomes in rural communities.

This role supports the planning, execution, and continuous improvement of MORES services designed to enhance crisis response and community-based behavioral health care, particularly in rural and underserved areas.

The MORES Program Consultant works under the direction of the RHTP Team Lead to translate strategic priorities into actionable program activities. The position partners with internal teams, providers, LME/MCOs, and other stakeholders to support program implementation, ensure alignment with state and federal requirements, and promote high-quality, accessible crisis services.

The role is responsible for monitoring program performance, supporting program budgeting and fiscal oversight activities, building stakeholder buy-in, identifying implementation challenges, supporting solution development, and contributing to the overall success and sustainability of MORES within the broader crisis continuum.

Knowledge Skills And Abilities/Management Preferences

Salary Range: $61,177 -$91,767

Recruitment Range: $61,177 -$87,899

  • Working knowledge of mental health service systems
  • Experience supporting program implementation, including planning, coordination, monitoring, and program improvement
  • Strong project management skills including the ability to develop and manage project plans, timelines, budgets, and reporting activities
  • Ability to interpret and apply federal and state policies, rules, and guidance to program operations
  • Strong analytical skills with the ability to partner with evaluation staff to build data and reporting structures and use data to inform program improvements and decision-making
  • Effective communication skills, both written and verbal, with the ability to present information clearly to varied audiences and the ability to build and maintain relationships with diverse stakeholders to promote program goals and gain buy-in
  • Position is eligible for a hybrid-teleworking schedule to include weekly onsite work hours
