Position Overview
Navigator International LLC is seeking an experienced and results-driven Project Manager (PM) to lead the planning, coordination, and execution of construction projects within the Domestic Construction Division. The Project Manager serves as the primary point of contact for clients, subcontractors, and internal stakeholders, ensuring all project activities are executed safely, on schedule, within budget, and in full compliance with contract requirements and federal construction standards.
This role requires strong leadership, financial oversight, and operational control to successfully deliver complex federal and commercial construction projects. This position will require travel to customer job sites.
Key Responsibilities
- Serve as the primary project representative for all client, subcontractor, and stakeholder interactions
- Lead project execution from award through closeout, including planning, scheduling, procurement, and delivery
- Develop and manage project budgets, including cost tracking, forecasting, and financial reporting
- Ensure all contractual deliverables, milestones, and performance requirements are achieved
- Coordinate daily with Superintendents and field teams to provide direction, resolve issues, and maintain alignment with project objectives
- Develop and maintain detailed construction schedules (Primavera P6, MS Project, or similar)
- Coordinate sequencing of work with field personnel and subcontractors to optimize efficiency and mitigate delays
- Monitor critical path activities and maintain accurate short-term and long-term scheduling updates
- Manage RFIs, submittals, change orders, and project documentation in accordance with company and client requirements
- Review and interpret contract documents, drawings, and specifications to ensure proper execution
- Ensure subcontract agreements and purchase orders align with project scope and contractual obligations
- Track project costs, prepare monthly billings, and manage overall project cash flow in coordination with the corporate finance team
- Review and approve subcontractor invoices, material requisitions, and cost documentation
- Identify and document cost and schedule impacts, providing timely notice of changes
- Enforce compliance with safety programs, QC plans, UFC standards, EM-385, OSHA, and all applicable regulations
- Participate in QC meetings (preparatory, initial, and follow-up) and ensure adherence to project quality standards
- Provide regular project status updates to senior leadership
- Maintain consistent communication with clients regarding project progress, risks, and upcoming milestones
- Support preconstruction efforts and proposal development as required
Qualifications
Required:
- Bachelor’s degree in Construction Management, Engineering, or related field (or equivalent experience)
- 5 years of construction project management experience
- Proven experience managing budgets, schedules, and subcontractors
- Strong understanding of construction drawings, specifications, and contract documents
- Excellent leadership, communication, and organizational skills
- Proficiency in Microsoft Office Suite and project scheduling software
Preferred:
- Experience managing federal or DoD construction projects (USACE, NAVFAC, AFCEC, etc.)
- Familiarity with Primavera P6, MS Project, or equivalent scheduling tools
- Working knowledge of UFC, EM-385, and federal construction requirements
- OSHA 30 Certification
- Experience with project management platforms (Procore or similar)
Work Environment & Requirements
- Combination of office and field-based work environments
- Ability to travel to project sites as required (CONUS with potential OCONUS opportunities)
- Ability to obtain and maintain access to federal installations
- Ability to read and interpret construction drawings, specifications, and contract documents
