Summary

You will serve as a Program Analyst in the Expeditionary Directorate Table of Allowance (TOA) of NAVFAC OSF.

Duties

You will provide theater engagement and contingency engineering to the deployed warfighter, developing and maintaining the warfighter materiel allowance lists and for life cycle management of the TOAs of the Navy’s expeditionary units ashore.You will serve as a consensus building facilitator in the execution of TOA reviews through a collaborative process to identify and resolve current and emergent TOA capability gaps and shortfalls.You will develop and maintain project plans and track action item deliverables from internal and external agencies and prepare correspondence and ensure the proposed TOA is properly staffed through the process leading to OPNAV approval.You will lead studies and analysis of TOAs to trace investments to capabilities, ensuring system and material points of contact are informed on the preferred courses of actions to achieve the greatest return in readiness given available resources.You will serve as primary contact for assigned TOA community to provide training, advice, and to guide stakeholders regarding TOA change processes and other TOA initiatives.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying Navy acquisition directives to assist in executing plans for operational requirements; 2) Identifying and providing program management principles to assess cost, schedule, and performance, and support risk management; and 3) Create and provide technical reports, briefings, and coordinate programmatic issues across multiple Expeditionary Navy organizations.
