Summary

You will serve as a Management Analyst in the Total Force Manpower Department, Business Directorate, of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters.

Duties

You will manage and maintain the personnel database to provide guidance, restructure billets and activity.You will promulgate manpower policies and procedures to assist subordinate activities in the management of their manpower resources.You will manage military manning issues for sub-claimancy providing billet information, and changes to the active and reserve Civil Engineer Corps community managers and Seabee community managers and manpower operations officers.You will apply a wide range of qualitative and quantitative methods providing assessment and recommended improvement for complex management processes and systems.You will create and review manpower documents to update billets and activity.You will evaluate military, civilian, and contractor end-strength levels to maintain alignment with operational mandates.You will maintain and update authoritative manpower databases, restructure billets, and coordinate the realignment of military and civilian personnel to appropriate billets in support of operational readiness.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Reviewing, validating, and approving manpower change request, standard organization structures, and updating Activity Manpower Document (AMD) in the Total Force Manpower Management System (TFMMS); 2) Providing centralized management oversight to ensure proper allocation of shore manpower requirements across the clamancy and providing continuous review of changes to manpower requirement via the AMD; 3) Initiating, reviewing, approving and forwarding Sub Manpower Claimant (SMCs) Billet Change Requests (BCR) and TFMMS packets, to include both peacetime and mobilization requirements for implementation; 4) Assessing/analyzing data utilizing various systems to create metrics for decision making; 5) Conducting analysis relative to manpower structuring, planning, organizational change and development support, execution and decision support; 6) Documenting all approved peacetime and mobilization billets for Total Force Manpower requirements; and 7) Participates in preparation of POM and military manpower budget submissions to higher authority by querying and assembling data.
