Summary

You will serve as a INTERDISCIPLINARY GENERAL ENGINEER/ARCHITECT (Mega Project Manager) in the PLANNING, DESIGN AND CONSTRUCTION DIRECTORATE of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will analyze metrics and related project data to measure project or team performance.You will brief higher level management on work status, technical decisions, and recommendations.You will consult with managers, staff engineers, scientists, and other personnel in government agencies and industry to advance practices for establishing calibration requirements and capabilities.You will develop alternative solutions to architect-engineer (A/E) contract issues by performing cost-benefit analysis and recommending improvements.You will conduct architectural-engineering contract negotiations to verify project objectives will be meet within established cost limitationsYou will be responsible for the eProjects record(s) for each project, loading initial project information, project status, notes under the Notes tab, schedule (Milestone or MS Project), and Construction Working Estimate (CWE) calculator.You will manage project scope, schedule, budget, and processes funding to include customer funds requests and tracking of funding documents within the prescribed financial systems.You will work with Design Manager on development of AE statement of work/ IGE, negotiations, and oversee acquisition of and management for AE design task orders.You will plan and lead meetings and conferences required for execution of the project(s).

Qualifications

This position has a Selective Placement Factor which is CURRENT registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. If you meet this requirement, you MUST submit a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify this SPF. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector: 1) Leading project teams with responsibility to coordinate and manage scope, schedule and budget for facilities design and construction 2) Coordinating all phases of facilities design and construction independently within constraints and stakeholder requirements 3) Developing, monitoring and controlling schedules in coordination with stakeholder requirements and commitments 4) Tracking and reporting project status using enterprise project management software tools, scheduled reports and briefings and unscheduled data calls 5) Coordinating the development and implementation of project acquisition plans in alignment with enterprise goals, legal constraints and best practices. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must show successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements above. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph 1 (above). OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Applicants for the Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a bachelor's or higher degree in architecture. OR Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. OR You lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
