What are the responsibilities and job description for the General Engineer position at Naval Facilities Engineering Systems Command (NAVFAC)?

A OICC PHNSY Engineer/Architect will develop and apply specific technical expertise in the field of construction to provide engineering support services in the field of construction contracts between Navy, Marine, Air Force and private contractors.
As an Engineer/Architect you will:
- Lead and manage construction projects to ensure delivery on schedule, within budget, and in strict alignment with contract specs.
- Perform comprehensive constructability reviews of drawings, specifications, and designs to proactively mitigate risk and resolve technical issues.
- Act as the primary liaison between GCs, design partners, inspectors, and Navy stakeholders to drive collaboration and resolve field issues quickly.
- Conduct regular site visits and field inspections to monitor progress, quality control, safety compliance, and adherence to approved plans.
- Evaluate RFIs, change orders, and contractor proposals; provide technical and cost-estimating recommendations to support negotiations.
- Drive the project closeout and commissioning process, including final punch lists, turnover documentation, and contractor evaluations.
Key Position Requirements:
- Bachelor’s Degree in Engineering or Architecture
- Valid Driver’s License
- Must be able to obtain and maintain a SECRET Clearance
- A US Citizen aged 18 or older at time of hire
- Males registered or exempt from Selective Service www.sss.gov
- Determined suitable for federal employment (process includes a background check and fingerprinting)
