You will serve as a FACILITIES SUPPORT CONTRACT MANAGER in the Public Works Department of NAV FACILITIES ENGINEERING COMMAND SE. Duties

You will perform contract management/COR duties to ensure contract compliance across all annexes, and conduct on-site inspections or reviews to evaluate contractor performance.You will monitor contractor performance (e.g., ability to deliver products, services, and systems to contract schedule and within cost) to ensure quality of work.You will inspect contractor operations to ensure compliance (e.g., applicable Naval Standards, safety requirements, and Quality Assurance Surveillance Plan [QASP]).You will analyze contractor's work to identify and recommend corrective action to avoid possible issues (e.g., delays, claims, inefficient performance.You will serve as primary point of contact, liaison, and negotiator between command, customers, and other government agencies to ensure execution of projects.You will oversee the business plan for the maintenance command by ensuring all policies, directives, guidance, human capital plans, budget, schedule, and facility plans are followed.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing contract management and direct oversight of the contractor's in-house forces' Quality Management Program (QMP) using Performance Assessment Methodologies; 2) Monitoring the contractor's in-house forces' performance of work while enforcing and adhering to safety standards; 3) Performing administrative and operational contractual functions in support of an installation's Command; 4) Making timely follow up assessments on work not performed and/or unsatisfactory work on service contracts such as custodial services, grounds maintenance, refuse services, and HVAC system equipment repairs. This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
