Summary

Under general supervision, manages data collection, analysis, reporting, and performance monitoring associated with grant-funded rural health transformation initiatives. This role supports evaluation of program outcomes, billing readiness, quality improvement, and compliance with reporting requirements.

The Data Analyst plays a central role in advancing data-driven decision-making to improve service delivery and ensure the long-term sustainability of rural public health programs, including chronic disease prevention, Community Health Worker (CHW) service models, and maternal and child health initiatives.

Position works collaboratively across Clinical Services and Outreach & Education divisions in a non-supervisory capacity, translating complex data into actionable insights, dashboards, and reports that effectively communicate program impact, inform strategy, and support reimbursement pathways. Requires regular communication and interaction with cross-divisional teams, department leadership, and external partners. Position expectations include commitment to advancing cordial and collaborative workplace culture and improving health outcomes in rural communities.

Opportunity may exist for hybrid work flexibility with some in-person collaboration required.

Position is non-exempt, and is funded through Rural Healthcare Transformation Funds, and is contingent upon the availability and continuation of those funds. Employment is subject to grant-specific requirements and timelines.

Essential Job Functions

Data Management & Analysis

  • Design, implement, and maintain systems for data collection, validation, and management across multiple program areas.
  • Identify, integrate, and analyze data sets related to clinical services, community-based interventions, and CHW activities.
  • Apply epidemiologic methods to assess trends, outcomes, and population health impacts.
  • Ensure data integrity, quality, and consistency across reporting systems.
  • Effectively demonstrate ability to manage data in a manner that provides measurable impacts to funders and stakeholders.

Reporting & Visualization

  • Develop clear, concise reports, dashboards, and data visualizations for internal leadership, funders, and stakeholders.
  • Translate complex data into meaningful narratives that “tell the story” of program impact, gaps, and opportunities.
  • Support grant reporting requirements, including performance metrics and outcome evaluation.

Performance Monitoring & Evaluation

  • Establish and monitor key performance indicators (KPIs) aligned with grant goals and public health priorities.
  • Contribute to return-on-investment (ROI) and sustainability analyses.
  • Support evaluation of:
    • Chronic disease prevention and management outcomes
    • CHW service delivery and billing readiness
    • Maternal and child health initiatives, including congenital syphilis prevention
Quality Improvement & Compliance

  • Support continuous quality improvement (CQI) efforts through data tracking and analysis.
  • Ensure compliance with federal, state, and grant-specific reporting requirements.
  • Assist in developing standardized data workflows aligned with billing and reimbursement systems.

Collaboration & Integration

  • Work closely with the Epidemiologist to ensure appropriate application of epidemiologic principles and methods.
  • Collaborate with Clinical Services and Outreach & Education teams to align data systems with program operations.
  • Support integration of data across divisions to reflect the full continuum from community engagement to clinical care.

Strategic Support

  • Inform leadership decision-making through timely and actionable data insights.
  • Contribute to development of sustainable, data-informed public health service models.
  • Support innovation in data tools, including use of technology and AI-supported resources where appropriate.

Knowledge and Skills

  • Knowledge and deep understanding of data principles and best practices
  • Strong analytical and problem-solving skills with ability to interpret complex data
  • Proficiency in data collection and analysis tools (e.g. Excel, Qualtrics, SQL, R, Python, or similar)
  • Experience with data visualization platforms (Tableau, MySidewalk, etc.)
  • Ability to communicate technical information clearly to non-technical audiences
  • Knowledge of data privacy, security, and compliance standards
  • Strong organization skills and attention to detail
  • Ability to work independently and collaboratively in a multidisciplinary team environment
  • Foundational knowledge of epidemiology and public health principles

Desirable Qualifications

Minimum requirement of a Bachelor’s degree in Public Health, Health Science, Biostatistics, Data Science, or a related field, (Master’s in Public Health, Health Science, Epidemiology, or Biostatistics preferred), with a minimum of 2 years experience in public health data analysis, program evaluation, or health data management. Must possess a valid Arizona driver's license.
