These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

Qualifications:


Minimum of 15 year(s) of experience in Facility Maintenance and Project Management OR AA Degree in Engineering, Project and Construction Management OR Previously completed training in Class A CDL

  • Knowledge of project management, design, and construction practices including applicable building codes, applicable safety regulations, cost breakdown estimating and negotiating, and technical writing. Proficiency in building maintenance, road repair, and general infrastructure upkeep. Ability to troubleshoot and resolve maintenance issues efficiently.
  • Experience required with Windows, MS Word, MS Excel, MS Teams, MS Outlook
Duties:


This position serves a dual role: 1) Construction Management Representative for major rehabilitation projects, acting as the National Park Service (NPS) point of contact and providing on-site oversight. 2) Facility Maintenance Technician, responsible for building and road maintenance, and operating heavy equipment.

  • Project Representation & Communication - Serve as NPS point of contact for Federal Highway Administration-led projects (East Rim Drive Rehabilitation, Cleetwood Cove Trail and Marina) and concessionaire-led Rim Dorm Rehabilitation. Coordinate with contractors, FHWA representatives, concessionaire teams, and NPS leadership. Facilitate meetings and maintain stakeholder communication. 10%
  • On-Site Oversight & Issue Resolution - Provide proactive field presence during construction activities. Identify potential risks or conflicts and propose practical solutions. Ensure compliance with safety protocols and environmental standards. 15%
  • Compliance & Quality Assurance- Review and provide feedback on contractor submittals and change requests. Monitor workmanship, quality control, and compliance with contract documents. 10%
  • Documentation & Reporting - Maintain logs, photo records, and progress tracking. Prepare background documents to support NPS requests for potential contract modifications. 5%
  • Inspection & Closeout - Attend and document inspections (beneficial occupancy, substantial completion, final acceptance) on behalf of the NPS. Ensure NPS punch list items are included and completed by contracting agencies. Support project closeout activities and verify completion of all work. 10%
  • Facility Maintenance ? Buildings & Roads - Perform routine and preventive maintenance on park buildings and structures. Maintain and repair park roads, trails, and associated infrastructure. Respond to maintenance requests and emergencies promptly. 30%
  • Facility Maintenance ? Equipment Operation - Operate heavy equipment requiring a Class A CDL (e.g., dump trucks, loaders, snowplows) for road maintenance, material hauling, and seasonal operations. Perform basic equipment checks and ensure safe operation in compliance with regulations. 20%

Other:
  • Required Safety Gear: Appropriate PPE such as hard hats, safety vests, will be provided by NPS if construction site visits are necessary.
