Summary

You will serve as a Counterintelligence Special Agent in NASA's Defensive Counterintelligence Program, assigned to the Counterintelligence/Counterterrorism Office at Glenn Research Center in Cleveland, OH. You will be responsible for providing CI support to research and technology at NASA, providing CI education and awareness to NASA personnel, and conducting CI inquiries and investigations with U.S. Government agency partners.

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Coordinates Counterintelligence (CI) and Counterterrorism (CT) support to protect people, information, operations, facilities and research. Ensures compliance with policies to include CI operating instructions.
  • Oversees the production and distribution of CI Threat Assessments, CI/CT Executive Briefs and other threat reporting to Glenn Center customers.
  • Directs office activities, ensures investigative and operational matters are coordinated with/approved by CI program management, conducts documentation of CI/CT activities, and provides quality assurance on operational and investigative activities
  • Serves as the CI/CT Division Director's representative on Center. Monitors office personnel, operational activities and office resources to ensure compliance/mission accomplishments and report problems/issues to CI/CT Division at Headquarters.
  • Develops and maintains a pre and post travel briefing program for NASA employees and contractors going to "Designated" and other high intelligence threat countries.
  • Develops and maintains a foreign visitor awareness program and ensures appropriate Center customers are properly briefed and debriefed regarding threats to NASA employees the foreign nationals (FNs) will meet with.
  • Oversees the conduct of name checks on FN visitors and new employees from high intelligence threat countries.
  • Maintains liaison with Center Director, Center leadership, key program managers and the NASA security office. Briefs Center leadership on emerging intelligence and terrorism threats.
  • Establishes and maintains liaison with counterpart US agencies such as the FBI and other intelligence, CI, CT and security organizations; participates in local and national FBI CI Task Force.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:

  • Participating in counterintelligence (CI) investigations to identify threats posed by foreign intelligence or terrorist groups
  • Preparing written reports of investigative findings to identify indications of foreign intelligence or foreign terrorism activity
  • Preparing counterintelligence briefings to provide awareness of foreign intelligence and foreign terrorist groups' tactics and techniques.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Leading and conducting national security Counterintelligence (CI) and Counterterrorism (CT) inquiries and investigations to identify and mitigate threats posed by foreign intelligence or terrorist organizations
  • Preparing and disseminating comprehensive written CI/CT threat assessments and reports of investigative findings to identify indications of foreign intelligence or foreign terrorism activity
  • Developing and presenting CI/CT briefings to audiences of various sizes, in-person and online, for education and awareness of foreign intelligence and terrorist organization tactics and techniques.
