Facility Operations Specialist (Direct Hire)

Summary

As a Facility Operations Specialist at Armstrong Flight Research Center, you will oversee facility operations and maintenance to ensure safe and reliable mission support. You will manage contractor performance, electrical projects, and compliance activities while guiding investigations and corrective actions. Aligns maintenance strategies with budget, assesses site needs, and coordinates with stakeholders to deliver prioritized, technically sound operational support.

Duties



Help

• Oversees all operations and maintenance activities conducted on the Facilities Operations and Maintenance Services (FOMS) contract, developing strategies for maintaining the facility in consideration of budget constraints.
• Serves as alternate Contract Officers Representative for the FOMS contract, monitoring contractor compliance with terms and conditions of contract.
• Provides surveillance on and technical guidance to FOMS contract work, including oversight on all electrical maintenance/repair activities.
• Performs repair closeout activities and electronic filing per office protocols, including the transfer of information to stakeholders for real property files, operations and maintenance start-up, current configuration drawings, and contract files.
• Reports observed safety hazards, potentially hazardous situations, and close calls, communicating risks to the mission imposed by imminent failure, planned equipment shutdowns, and planned utility outages.
• Utilizes customer input to understand requirements in delivering prioritized mission support for project managing, developing scope of work for electrical projects (repairs, upgrades, outages, new installs).
• Conducts site assessments and coordinate stakeholders to define requirements.
• Conducts investigations, develops corrective actions, and executes corrective actions for audit findings, mishaps, close calls, and operational incidents.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:

• Assisting in the oversight of operations and maintenance activities of facilities, including electrical maintenance and repair projects;
• Participating in the development of strategies for operations and maintenance of facilities;
• Providing technical guidance to facility operations and maintenance personnel (e.g., operation of critical infrastructure systems, outage response activities, generator and UPS sequencing/reset procedures, and power-up/power-down coordination, etc.).
  
  

Preferred Experience:

• Current Journeyman's Electrician Certification for the State of California
• Current Substation Maintenance Certification
