Summary

As an Emergency Management Specialist with the AFRC Office of Protective Services, you will support emergency management and continuity of operations programs through planning, training, exercises, emergency preparedness activities, and program evaluations. You will assist with maintaining emergency plans, procedures, and emergency response capabilities to ensure compliance with Agency and Federal requirements.

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Implement NASA, Federal, state, and local emergency preparedness directives and coordinate response activities consistent with NIMS, NRF, NFPA 1600, and NFPA 1561.
  • Develop, maintain, and evaluate new and existing plans and operations in accordance with center Continuity of Operations Planning (COOP) to ensure the required COOP capability exists.
  • Ensure continuity readiness consistent with FCD-1/FCD-2, Executive Orders, and applicable agreements with Federal, state, and local partners.
  • Activate and operate the Emergency Operations Center (EOC) during emergencies, exercises, special events, or other interagency response activities.
  • Develop and administer a Test, Training, and Exercise (TT/E) program and participate in exercises with Federal, state, local, and military partners.
  • Develop and administer a Lessons Learned and Corrective Action Program to document deficiencies, corrective actions, and post-event findings.
  • Operate the NASA Emergency Notification and Accountability System (ENS) or equivalent systems. Conduct quarterly tests of the NASA ENS or when directed by the Agency Emergency Manager.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-09 level, you must have:

  • One year of directly related specialized experience equivalent to the GS-07 level:
  • Reviewing or supporting emergency preparedness, continuity, or emergency response plans and procedures;
  • Supporting emergency management exercises, training activities, operational readiness reviews, or continuity planning activities;
  • Supporting emergency notification systems, emergency operations activities, training records management, or emergency management program administration.

OR

  • Completed all requirements for a master's or equivalent graduate degree in an appropriate field

OR

  • Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field

OR

  • LL. B or J.D, if related

OR

  • Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-11, you must have:

  • One year of directly related specialized experience equivalent to the GS-09 level:
  • Developing, implementing, or evaluating emergency preparedness, continuity, or emergency response plans and procedures;
  • Developing, coordinating, or conducting emergency management exercises, training activities, or operational readiness evaluations;
  • Supporting Emergency Operations Center (EOC), continuity of operations, emergency notification, or emergency management program activities.

OR

  • Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field

OR

  • Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field

OR

  • LL.M., if related

OR

  • Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
