Senior Product Manager / Project Manager

Job Title: Senior Product Manager / Project Manager (Medicaid Eligibility Outcomes)

Duration: Base Period: May 18, 2026 – June 30, 2026

Key Responsibilities

• Define and manage product vision aligned with Medicaid program goals and compliance requirements
• Establish and track KPIs supporting improved eligibility, renewal, and retention outcomes
• Lead prioritization decisions using user research, analytics, policy constraints, and engineering feasibility
• Facilitate stakeholder engagement across program teams, IT leadership, and external partners
• Translate operational needs into roadmaps, user stories, and acceptance criteria
• Support improvements to Medicaid eligibility, enrollment, and renewal workflows
• Partner with engineers, designers, analysts, and policy teams to deliver implementation-ready solutions
• Translate service blueprints and journey maps into technical and service delivery improvements
• Ensure compliance with CMS Medicaid regulations, Section 508 accessibility standards, and privacy/security policies
• Promote adoption of agile delivery practices across cross-functional teams
• Mentor internal staff on modern product management methods
• Follow MHBE PMO governance, security, and change control standards
• Support delivery through launch, adoption tracking, and post-launch outcome measurement

Required Qualifications

• 7 years of experience as a Product Manager delivering digital services or platforms
• 3 years of experience delivering outcomes in regulated environments such as government, healthcare, financial services, or similar sectors
• 2 years of experience leading cross-functional product delivery and owning product vision, roadmap, and prioritization decisions
• Experience launching digital features or products end-to-end from discovery through implementation with measurable outcomes
• Experience navigating policy, regulatory, operational, and technical constraints in multi-stakeholder environments
• Experience defining product vision, roadmaps, prioritization frameworks, and measurable success criteria
• Experience using qualitative user research and quantitative performance data to guide decision-making
• Experience delivering products using iterative and incremental agile delivery methods
• Experience translating business needs into workflows, user stories, and acceptance criteria
• Strong written and verbal communication skills across executive, technical, and operational audiences
• Experience collaborating with engineering, design, policy, business analysis, and program teams

Preferred Qualifications

• Experience supporting Medicaid, CHIP, SNAP, TANF, or other public benefits eligibility systems
• Experience working with state Medicaid agencies, health insurance marketplaces, or public-sector healthcare programs
• Familiarity with CMS regulations and public benefits compliance environments
• Experience supporting government modernization initiatives using discovery-to-delivery frameworks
• Experience working with human-centered design and service design teams
• Experience defining and managing OKRs and KPI frameworks for outcome-based delivery
• Experience supporting AI-assisted workflows or automation initiatives in regulated environments
• Experience managing vendor and contractor delivery teams
• Experience mentoring teams in modern product management practices
• Familiarity with Section 508 and WCAG accessibility standards
• Certifications such as CSPO, SAFe Product Owner/Product Manager, or equivalent
