JOB SUMMARY
We have an exciting opportunity for a Buyerposition located at our campus in Temecula, CA.
Under the general supervision of the Procurement and General Services Supervisor or designee, the Buyer performs a variety of duties related to the acquisition of supplies, equipment, material and services for the District in accordance with established policies, procedures and guidelines; assists in the organization and coordination of the procurement operation; and performs related work as required.
CONDITIONS OF EMPLOYMENT
• This position serves District-Wide; applicants may be assigned to any district facility. Work hours and worksite locations are subject to change depending on department needs.
• A six-month probationary period must be successfully completed before the selected candidate is considered a permanent employee of the district.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Contact appropriate vendors to obtain price quotes, availability, methods of procurement and related data to complete purchase orders
• Interview vendors regarding purchases and bids
• Evaluate prices, products, services and sources
• Follow up on and expedite purchase orders and requisitions within established procedures
• Resolve problems or complaints from suppliers, manufacturers and district personnel
• Recommend predetermined product and equipment standards, and specifications
• Determine validity of existing product specifications and data associated with such products
• Investigate and analyze new products and sources of supply
• Assist in/with:
• organizing and coordinating formal bid documents
• bidder conferences and the bid opening process (utilizing the American Bar Associations Model Procurement Code)
• vendor selection, setup and management of vendor files
• Operate a computer and a variety of office equipment as assigned
• Act as a point of contact for other district departments by answering questions and requests; researching and providing solutions to various procurement concerns
• Attend and conduct a variety of meetings with staff, vendors and others to clarify procurement specifications and resolve problems
• Review purchase requisitions for completeness and accuracy
• Issue purchase orders, contracts and agreements
• Coordinate payments and receiving with Accounts Payable staff
• Prepare correspondence and periodic reports

The incumbent should possess knowledge of:
• District and department purchasing policies and procedures
• Technical aspects of researching
• Comparing and purchasing District supplies materials equipment and services
• Public agency purchasing methods and procedures
• Federal, state, municipal and California Education Code purchasing laws and procedures
• A variety of materials, supplies and equipment typically used in educational/municipal services and the sources for such products
• Modern office practices, procedures and equipment
• Correct grammar, spelling, punctuation and vocabulary
• Public Contracts Code and other regulatory codes that apply to Public Purchasing
• The procurement procedures as outlined in the American Bar Associations Model Procurement Code
• Interpersonal skills using tact, patience and courtesy

• Operate a computer, Microsoft and purchasing software

• Analyze and interpret contract language
• Understand and follow oral and written directions
• Work independently, plan, coordinate and organize work with little or no direction
• Develop and formulate spread sheets, word processing and purchasing related software and other office computer applications
• Establish and maintain cooperative and effective working relationships with others, including those from a diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty and staff
QUALIFICATIONS AND REQUIREMENTS
MINIMUM QUALIFICATIONS
• An Associate's degree (attach transcripts); AND
• Three (3) years of professional experience in the procurement field; AND
• Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty and staff

SUBSTITUTIONS
Substitutions for meeting the minimum qualifications for the college-level education requirement are allowed, as follows:1. Forty-eight (48) semester units of college-level coursework; OR 2.Certificate of completion in purchasing, procurement, or related field
SPECIAL REQUIREMENTS
• Possession of or the ability to obtain within 60 days of hire, a valid California driver's license with a driving record acceptable to the District
• If selected, employment commencement is contingent upon successful enrollment in the District's DMV Pull Program. Employees enrolled in the DMV Pull Program MUST continuously maintain a driving record that meets District requirements set forth in the current policy as it relates to allowable types of infractions and points.
DESIRED QUALIFICATIONS
• Certificate of continuing education in the field of Procurement and/or Contracts
• National certificate in professional public purchasing, such as CPPO or CPPB
• Professional experience in purchasing or accounting field for a public entity
