The Property Manager will be responsible for the overall operational, financial, compliance, leasing, and maintenance performance of a portfolio of affordable and mixed-income communities regulated by the New Jersey Housing and Mortgage Finance Agency (NJHMFA).
Reporting to regional leadership, this individual will oversee on-site teams, including Assistant Property Managers, Resident Coordinators, and Maintenance personnel, while ensuring each property consistently achieves occupancy, financial, compliance, and resident satisfaction goals.
This role requires a hands-on leader who can successfully balance resident relations, team development, financial management, compliance oversight, and property operations while maintaining exceptional standards across the portfolio.

Key Responsibilities
Property Operations & Leadership
- Lead, mentor, and develop site teams while fostering a collaborative, accountable, and resident-focused culture.
- Provide ongoing coaching, training, and performance management to ensure team success.
- Conduct regular property inspections to ensure communities remain safe, well-maintained, compliant, and inspection-ready at all times.
- Maintain strong relationships with residents, housing partners, regulatory agencies, and vendors.
- Ensure exceptional customer service standards are consistently delivered across all communities.
- Drive property performance to meet or exceed budgeted revenue, occupancy, and expense goals.
- Prepare and analyze monthly financial reports, variance reports, and operational metrics.
- Manage accounts payable processes and ensure all financial obligations are met timely and accurately.
- Monitor utility usage, expenses, and opportunities for operational efficiencies.
- Participate in annual budgeting, forecasting, and capital planning initiatives.
- Oversee LIHTC and affordable housing compliance requirements across the portfolio.
- Ensure timely completion of recertifications and adherence to NJHMFA and applicable affordable housing regulations.
- Maintain compliance with Fair Housing laws, landlord-tenant regulations, and all governing agency requirements.
- Partner with internal compliance teams to ensure successful audit and inspection outcomes.
- Maintain portfolio occupancy goals of 97.5% or higher.
- Monitor leasing performance and apartment turnover timelines.
- Ensure communities maintain strong curb appeal and marketability.
- Resolve resident concerns professionally and efficiently while promoting long-term resident satisfaction and retention.
- Partner closely with maintenance leadership to oversee work orders, preventive maintenance programs, capital projects, and apartment turns.
- Ensure work orders are completed within established company timelines.
- Maintain communities in a condition that consistently exceeds inspection standards.
- Assist with insurance claims management and risk mitigation efforts.
What We're Looking For
- Minimum of 3 years of progressive property management experience.
- Experience managing affordable housing communities, including LIHTC/tax credit properties.
- Experience overseeing portfolios totaling at least 150 units.
- Prior supervisory experience leading on-site teams.
- Strong understanding of affordable housing regulations, Fair Housing, and landlord-tenant laws.
- Proficiency with Yardi property management software.
- Valid driver's license, reliable transportation, and ability to travel between properties.
- LIHTC certification (or willingness to obtain with company sponsorship).
- Notary Public license (or willingness to obtain with company sponsorship).
- College degree preferred.
- CPM designation a plus.
- Experience with both affordable and market-rate multifamily housing.
