Position Description
Reports to: Dean
Supervises: CCR Instructors
The Director of College and Career Readiness (CCR) provide strategic leadership, administrative oversight, and operational management of all Adult Education and Literacy programs, including Adult Basic Education (ABE), Adult Secondary Education (ASE/HSE), English Language Acquisition (ELA), and Integrated Education & Training (IET). The Director ensures program compliance with federal and state regulations under Title II of WIOA and NCCCS guidelines, oversees instructional quality, manages budgets and reporting, and supports pathways that prepare adult learners for employment, postsecondary education, and self-sufficiency.
Essential Responsibilities
Leadership & Administration
- Provide vision, leadership, and strategic direction for all CCR programs and services.
- Develop, implement, and evaluate short- and long-range goals that support student success and college-wide strategic priorities.
- Ensure program operations comply with NCCCS College and Career Readiness policies, WIOA Title II requirements, and local college procedures.
- Lead and support full-time and part-time CCR faculty and staff, including recruitment, onboarding, orientation, training, supervision, and evaluation.
Instructional Quality & Student Success
- Oversee curriculum development, instructional delivery, assessment practices, and integration of digital literacy.
- Ensure alignment with NCCCS College and Career Readiness Content Standards and measurable skill gain (MSG) requirements.
- Promote evidence-based teaching strategies, professional development, and continuous improvement.
- Monitor and improve student enrollment, retention, progression, and transition outcomes.
- Foster partnerships with Workforce Development, Curriculum Programs, and Student Services to support seamless pathways to credentials and employment.
- Collaborates with the Success Navigator to ensure all students are properly registered for classes, address registration barriers, and support student retention and completion efforts.
Compliance, Accountability, & Reporting
- Serves as the CCR Data Manager
- Ensure accurate and timely data entry, reporting, and documentation in LEIS and other required systems.
- Manage monitoring processes, audit preparation, and program improvement plans.
- Analyze performance data and implement strategies to meet or exceed federal and state performance benchmarks.
- Maintain compliance with FERPA and all federal/state accountability guidelines.
- Create and submit Start Sheets to the Assistant Registrar of Continuing Education to support timely course builds in the college database, including course setup and instructor assignments for contract generation.
- Review, verify, and approve faculty and staff contracts, change forms, and timesheets for payroll submission monthly.
- Review completed class folders verifying accuracy, completeness, and compliance with institutional and NCCCS requirements; ensure all required documentation and authorized signatures are included before submitting finalized folders to the Registrar’s Office for official course closeout processing.
Budget & Resource Management
- Prepare, manage, and monitor budgets for state, federal, and local funding sources, including WIOA, Title II, IELCE, and performance-based funding.
- Oversees the submission of Time and Effort documentation to the Accountant to ensure proper funding allocation and adherence to financial accountability standards.
- Ensure responsible allocation of resources, including staffing, instructional materials, and technology.
- Seek and manage grants, special projects, and external funding opportunities to enhance CCR programming.
Partnerships & Community Engagement
- Develop and strengthen partnerships with NCWorks Career Centers, Workforce Development Boards, Human Services agencies, K–12 school systems, employers, community organizations, and correctional institutions.
- Works collaboratively with the Director of Community Outreach and the Director of Prison/HRD Programming to develop and support instructional programming for ESL learners, incarcerated individuals, and broader community populations.
- Represent the college and CCR program at local, regional, and statewide meetings and NCCCS CCR leadership events.
- Promote the CCR program through outreach, marketing, and community engagement strategies.
Additional Duties:
- May be assigned teaching responsibilities as needed to support program or institutional needs.
- Serve as a Weekend Warrior on a rotating on-call schedule (1-2 times annually) as weekend support, including opening classrooms and addressing issues that may arise.
- Serve on College-wide committees as assigned.
- Perform other duties as assigned to support the mission and goals of the College.
- Participate in mandatory graduation ceremony activities as assigned.
Qualifications & Degree Requirements
Education and Experience
- Master’s degree in Education, Adult Education, Workforce Development, Higher Education Administration, or related field from an accredited college or university required.
- Three to five years of experience in adult education, workforce development, K–12, or community college instruction/administration required.
- Experience managing WIOA Title II programs preferred
- Experience with LEIS reporting, NCCCS accountability measures, and grant management preferred.
- Supervisory and Higher education experience preferred.
Knowledge, Skills, and Abilities:
- Knowledge of WIOA Title II requirements, NCCCS CCR policies, adult education standards, and best practices in adult learning.
- Strong understanding of curriculum development, instructional methods, data-driven decision making, and accountability frameworks.
- Ability to lead, motivate, and develop faculty and staff.
- Proficiency with data systems (LEIS, Colleague/Self-Service, Literacy Education Information System, etc.) and Microsoft Office/Google Suite.
- Strong interpersonal, communication, organizational, and problem-solving skills.
- Ability to build effective partnerships with internal and external stakeholders.
- Demonstrated commitment to equity, student-centered practices, and adult learner success.
Physical Demands and Working Conditions
- Work is primarily performed in an office environment, with frequent use of computers, telephones, and standard office equipment.
- Occasional travel to instructional sites, community partners, and professional development events may be required.
- May be required to navigate classrooms, labs, and other instructional settings safely, including assisting with on-site program activities as needed.
- Must be able to sit or stand for extended periods while performing computer-based and administrative tasks, move around campus or between locations as needed, and lift or carry materials such as files, binders, and office supplies up to 15–20 pounds.
- Must be able to communicate clearly, effectively, and professionally in person, by phone, and through electronic means.
- Must be able to work occasional evenings or weekends as required by program needs, including events, meetings, or classroom visits.
- Requires mental focus and attention to detail for planning, analysis, problem-solving, and decision-making responsibilities.
