Work Location
Onsite / Field-Based | Madera, California
Candidates must be able to travel to assigned offices and outreach locations as directed by management.
A personal vehicle, valid California driver's license, and active auto insurance are required for this role. Mileage reimbursement is provided for approved travel from the assigned home base to coverage locations.
Position Overview
The Bilingual Outreach CSR supports healthcare beneficiaries through face-to-face outreach, enrollment assistance, education, and community engagement. This role focuses on helping individuals understand their managed care options, complete enrollment and disenrollment processes, and accessing the services and resources they need.
This position also supports workshops, health fairs, presentations, and training efforts throughout the community while maintaining strong relationships with county staff, community organizations, and program participants.
Key Responsibilities
- Conduct face-to-face outreach and enrollment support for beneficiaries
- Deliver individual and group presentations regarding managed care options
- Assist beneficiaries with enrollment and disenrollment processes
- Help beneficiaries understand and use their healthcare plans
- Support medical exemption and waiver inquiries
- Provide enrollment and disenrollment status updates
- Perform accurate data entry for enrollment-related activities
- Transmit enrollment/disenrollment data according to established procedures
- Maintain accurate documentation in CRM systems and case notes
- Conduct workshops, training sessions, and community presentations
- Participate in community events, health fairs, and outreach programs
- Maintain strong relationships with county staff and community partners
- Assist with onboarding and guidance of new team members
- Identify barriers impacting customer participation and communicate solutions
- Meet production, quality, and performance standards
- Recommend process improvements for service quality and efficiency
- Perform additional duties as assigned
Required Qualifications
- High School Diploma, GED, or equivalent required
- Fluent in English and Spanish, including reading and writing proficiency
- Strong customer service and public-facing communication skills
- Ability to type 20 WPM
- Computer literacy with Microsoft Office (Excel, Word, PowerPoint)
- Ability to quickly learn new software systems
- Strong organizational and time management skills
- Ability to work independently and as part of a team
- Ability to manage multiple tasks in a fast-paced environment
- Strong written and verbal communication skills
- Valid California driver's license required
- Proof of active auto insurance required
- Personal vehicle required for travel
Preferred Qualifications
- Six months or more of human services experience working with the public
- Experience working with low-income or diverse populations
- Presentation, teaching, training, marketing, or public speaking experience
- Community outreach, education, public relations, or enrollment services experience
- Ability to present information clearly in culturally and linguistically appropriate ways
Physical Requirements
- Ability to remain in a stationary position for extended periods
- Occasionally lift, carry, or move items up to 25 pounds
