TEMPORARY AIRPORT TECHNICIAN POSITION AT THE CITY OF SOUTH LAKE TAHOE AIRPORT

This is a Temporary/PT position, with a varied work schedule.

ü Number of hours of work will vary.

ü Work schedule is usually negotiable, but requires working weekends and holidays when requested.

Required

Before an appointment to fill an opening is confirmed, a candidate must successfully pass required testing and submit required requested information as follows:

  • Must pass a background screening, fingerprinting, and drug testing; 2) Must submit for review by the City a current DMV record, and pass the City review.

Summary Description

Under the general supervision of the Airport Maintenance & Operations Supervisor, the Airport Maintenance & Operations Technician performs the full range of required operation and maintenance duties, including the operation of related heavy equipment, at the City of airport.

IDENTIFYING CHARACTERISTICS

The Airport Maintenance & Operations Technician requires experience, knowledge, skills, and abilities of a highly technical nature. The incumbent works with a high degree of independence performing duties relative to the assigned program area and may exercise functional supervision over maintenance staff in the same class on a project-by-project and day-by-day basis.

Examples of Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Performs regular security and maintenance inspections of airport fixtures and facilities; checks runway, taxiways, ramp, parking lot and roadway areas for hazards; ensures all operating, security and safety systems are fully operational, keeping record of key cards issued, and initiates corrective action as necessary.
  • Operates heavy construction equipment such as backhoes, motor graders, large front-end loaders, trucks, and snow blowers, for a variety of airport operations involving grounds, drainage systems, and runway maintenance. Ensures snow removal operations are accomplished according to accepted airport policies and procedures.
  • Shovels and spreads asphalt and asphalt base in patching, repairs and reconstructs airport runways, taxiways, ramp, parking lots and roadways; stripes and paints asphalt surfaces as necessary.
  • Repairs and replaces walls, flooring, ceilings, windows, counter tops and roofing on airport buildings, as well as other structures related to airport facilities.
  • Maintains, repairs and replaces plumbing system and fixtures, includes sinks, toilets, faucets and pipes. Maintains electrical systems and fixtures including all airport buildings, airfield lighting, airport hazard and obstruction lights, beacons and other lighting systems.
  • Repairs gasoline and diesel powered vehicles and equipment; lubricates and changes fluids; troubleshoots, and replaces faulty parts as necessary, pre and post operation inspections.
  • Maintains vigilant watch of suspicious or hazardous activities; assists in the maintenance of a safe airport; stops, queries, and regulates unauthorized personnel on airfield operations areas.
  • Performs variety of ground maintenance duties, including lawn care, weed control, hazard tree removal.
  • Paints the interior and exterior of airport facilities and equipment.
  • Checks, cleans and maintains heating and ventilation systems.
  • Uses and operates hand and power tools and equipment including table saws, drills, planers, routers and sanders.
  • Performs a variety of custodial duties including dusting, washing windows, vacuuming, carpet cleaning, striping and waxing floors.
  • Checks for payment of required fees; issues parking tickets.
  • Maintains accurate records of work and inspections performed, materials used, and associated cost.
  • Makes routine and emergency purchases as authorized and required.
  • May perform a variety of general manual labor duties.
  • Performs related duties as required.

Typical Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge Of

Principles, practices, and procedures used in a variety of general construction, grounds and equipment maintenance work.

Tools and equipment necessary for efficient and effective work performance.

Methods and techniques used in estimating time and materials for assigned projects.

Safe work practices including, but not restricted to: pole climbing, (Electrical, hazard removal), and safe driving in ice and snow conditions.

Rules and regulations from FAA Part 139 affecting operations.

Radio communications and ATC Clearance procedure while on airfield.

FAA NOTAM system.

Ability To

Know, evaluate and meet the operation requirements of the airport while observing all safety rules.

Analyze equipment problems.

Interpret work assignments and explain jobs to other employees.

Remember how to operate equipment.

Perform skilled work in a variety maintenance areas including of building trades, general construction as well as grounds and equipment maintenance.

Understand and interpret oral and written directions including construction drawings, plans, and blueprints.

Operate a variety of heavy equipment.

Implement methods and techniques used in airport operations, security and maintenance.

Work independently or in a crew situation, as assigned.

Effectively and skillfully perform the full range of airport operations, security and maintenance duties.

Work with independence to make decisions relative to: job responsibilities, work methods, tools and materials.

Recognize hazards to aviation and issue appropriate NOTAMs.

Work safely, use proper safety equipment, and adhere to principles of safety in work environments.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education/Training

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience

Three years of increasingly responsible experience performing a full range of semi-skilled and skilled trades such as equipment maintenance, asphalt maintenance, building and grounds maintenance work or heavy equipment operation.

License Or Certificate

Possession of a valid Class C California or driver’s license.

Possession of, or ability to obtain, a valid FCC Restricted Radio-Telephone Operators License Class II.

Physical: Primary functions require sufficient physical ability and mobility to work in a field environment; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties; to climb safe heights on ladders of proper construction; to lift, carry, push, and/or pull moderate to heavy amounts of weight; to operate assigned equipment and vehicles; and to verbally communicate to exchange information.

Vision: See in the normal visual range with or without correction.

Hearing: Hear in the normal audio range with or without correction.
