Position Summary

The Security Project Manager II serves as a senior program lead within the GSA Facility Security Program, responsible for developing, implementing, and sustaining national‑level physical security processes, tools, and standards. The role provides expert guidance to regional Facility Management teams on HSPD‑12 and Building Access Card procedures, oversees the creation of standardized operating procedures and risk management applications, and ensures consistent execution of federal security requirements across the GSA portfolio. The Security Project Manager II manages complex, multi‑stakeholder security initiatives; coordinates emergency preparedness and countermeasure implementation; and delivers training that strengthens the capability of Facility Managers to support Facility Security Committees and Facility Security Assessments. This position requires strong project leadership, technical security expertise, and the ability to build effective partnerships that support secure, compliant, and resilient federal facilities.

 

Essential Functions

  • Provide national and regional support to GSA Facility Management for implementing HSPD‑12 and Building Access Card procedures.
  • Develop Standard Operating Procedures (SOPs) for the GSA Facility Security Program.
  • Design, program, and maintain a standardized GSA Risk Register Application.
  • Develop and maintain training curriculum for Facility Managers on Facility Security Committee participation and the Facility Security Assessment process.
  • Coordinate, track, and ensure compliance of Occupant Emergency Plans (OEPs).
  • Maintain and update the security countermeasures tracking system.
  • Implement physical security countermeasures identified through security audits and assessments.
  • Conduct long‑term monitoring and follow‑up on pending security upgrades.
  • Coordinate stakeholder communication, facilitate project meetings, and maintain strong customer relationships to support successful project delivery.

 

Knowledge, Skills, and Abilities

  • Expert knowledge of federal physical security standards, including HSPD‑12, ISC standards, and GSA security policies.
  • Strong project management skills, including planning, scheduling, risk management, and stakeholder coordination.
  • Ability to develop technical documentation, SOPs, and program guidance for national implementation.
  • Experience with security systems, access control technologies, and physical security countermeasures.
  • Proficiency in data management, application development concepts, and tracking systems used for risk and countermeasure monitoring.
  • Skilled in training development, instructional design, and delivering security‑related training to diverse audiences.
  • Strong analytical skills for interpreting security assessments, risk data, and audit findings.
  • Excellent communication and interpersonal skills for working with Facility Managers, security partners, and federal stakeholders.
  • Ability to manage multiple complex projects simultaneously in a fast‑paced, geographically dispersed environment.

 

Minimum Qualifications

  • Bachelor’s degree in Security Management, Criminal Justice, Public Administration, or related field, or 10 years of experience in relevant field.
  • 7–10 years of experience in physical security, facility security, or federal security program management.
  • Experience supporting or managing HSPD‑12, access control systems, or federal credentialing programs.
  • Demonstrated experience developing SOPs, training materials, or security program documentation.
  • Project management certification (PMP, CAPM, or equivalent) preferred.
  • Knowledge of ISC standards, federal facility security levels, and Facility Security Committee operations.
  • Ability to obtain and maintain a federal security clearance, if required.

Qualifications:

Your Experience:

  • Must be a U.S. Citizen
  • Bachelor of Science in Construction Management, Engineering or a related field and/or seven years of experience in design and management of construction projects.
  • May be required to travel in conjunction with site visits and progress reviews on project locations.
  • May be required to attend National, Regional, and local conferences, meetings and seminars.
  • Ability to solve complex problems or conflicts that impede progress.
  • Ability to ensure contractors and agency staff work effectively toward timely completion of projects and within budget.
  • Excellent interpersonal skills and ability to work with a diverse team consisting of the customer, contract specialist, contractor, financial manager, and other stakeholders.
