Job Duties: Examples of work for this specific vacancy include but are not limited to:

  • Reviews, processes, issues and monitors conformance of highway right-of-way permits.
  • Provides oversight for the control and deposit of monies collected during the permit process.
  • Determines bond amounts and prepares specifications and special provisions for permits.
  • Reviews, processes and issues miscellaneous permits (over-dimension, parade, etc.)
  • Coordinates preliminary utility planning with agencies outside MnDOT to eliminate interference with state projects.
  • Inspects and approves entrance permits for placement according to special provisions and construction details.
  • Administers the regulation of advertising signs and devices.
  • Administers the regulation of junkyards.
  • Conducts inventory of outdoor advertising devices (OAD) and retains records of inventories relating to OAD and regulated junkyards.
  • Assist in winter snow and ice removal to maintain roadways.
  • Performs other duties as assigned.

Minimum Qualifications

Experience: Typically, the level of experience to perform this job at the TS level can be achieved with:

  • Four years of experience performing duties that include inspection and processing of right of way permits, construction plan reading, surveying, design, soils assessment, traffic plan review, right of way review AND/OR water resource plan review.

OR

  • Three years of experience performing inspection and processing of right of way permits or related activities and a combination of one year of experience in any of the TSS functional areas (e.g., construction, surveys, design, etc.)
  • Education Substitution: A two-year Civil or Construction Technology Degree or the following four-year degrees: Architectural, Civil or Mechanical Engineering; Land Surveying / Geomatics; or equivalent may substitute for one year of experience. (In order for education coursework to be considered in lieu of work experience you must submit a copy of your transcripts.)
  • Working knowledge of English sufficient to read, write, speak and understand oral and written information; communicate with employees and the general public in-person or via two-way radio and other electronic devices; and to maintain routine written logs and simple records.
  • Class A Commercial Driver’s License (CDL) with no air brake restriction and tanker endorsement.

Preferred Qualifications

  • Previous MnDOT experience working as a Laborer, Transportation Associate or Transportation Generalist.

NOTE: The incumbent will be subject to drug and alcohol testing. New employees must pass a pre-placement drug test for evidence of use of marijuana, cocaine, opiates, phencyclidine (PCP), and amphetamines (MDMA, MDA and MDEA) and acetylmorphine (6-AM).
