The purpose of this position is to direct the Administrative, Business Office and Fiscal Management areas for District 1 of the Minnesota Department of Transportation. This position provides technical and supervisory support to carry out administrative responsibilities and the financial policies, procedures and programs established by the department. Ensures compliance with all applicable laws, and directs, administers and controls the fiscal activities of the District’s operating budget, purchasing, inventory, accounts payable, accounts receivable, financial reporting, payroll, business office and contract management.

This position is located in Duluth, MN and has flexibility to work a hybrid telework schedule or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. Minimum Qualifications

  • Two (2) years of professional supervisory experience overseeing professional staff in accounting, finance, or budgeting areas demonstrating the bulleted below.

OR

  • Three (3) years of advanced professional experience in accounting, finance, or budgeting areas demonstrating the bulleted below.
    • Experience working with a large accounting system, such as the Minnesota SWIFT Accounting and Procurement System or comparable, sufficient to access and interpret financial data;
    • Experience with Generally Accepted Accounting Principles (GAAP), auditing standards and procedures sufficient to apply internal controls to payroll administration and accounts payable;
    • Leadwork experience over professional accounting, finance or budgeting related staff sufficient to manage, coach, direct and guide a diverse staff
    • Financial experience with standard business software (Microsoft Excel, Word and Access).


Please note:

  • A bachelor's or master's degree in Business, Accounting or Finance substitutes for six (6) months of professional experience.

Preferred Qualifications

  • Extensive financial and budgetary knowledge of Government accounting, auditing and reporting requirements.
  • Experience with a variety of automated systems databases, and report generating systems including: Statewide Integrated Financial Tools (SWIFT) statewide HR and payroll systems (SEMA4, RCA, Self Service), report writing (CRYSTAL), Document Direct, Excel.

Physical Requirements

This position requires occasionally lifting and/or carrying such articles as file folders and ledgers, or heavier materials with help from others. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
