This position is located at Central Office in St. Paul and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.

This position provides contractual and financial management, planning and implementation oversight for the Minnesota Department of Transportation’s (MnDOT) Office of Research & Innovation and governing boards (MnDOT Research Steering Committee, Local Road Research Board & the Research Implementation Committee) so work is performed efficiently and effectively. This role includes all aspects of contract administration, monitoring department-wide research and library budgets, and evaluating, facilitating, and promoting research programs and services in accordance with national, state, and local policies, statutes, and regulations. The position leads, manages, and supervises the Office of Research & Innovation Contract & Finance unit.

Occasional in state and out of state travel is required, including some overnights.

Minimum Qualifications

Two years of professional supervisory experience OR three years of advanced professional experience that demonstrates:

  • Experience providing supervision and/or work direction to other staff.
  • Experience planning, preparing and monitoring transportation related program budgets.
  • Experience administering research-based contracts.
  • Experience interpreting and applying laws, statutes, regulations, policies and procedures.

Preferred Qualifications

  • Experience using Statewide Integrated Financial Tools (SWIFT) or equivalent.
  • A Bachelor's or Master's degree in Public Administration, Business Administration, Finance or a closely related field.
  • Experience developing and maintaining internal and external relationships with key stakeholder groups such as the Local Road Research Board, Federal Highway Administration, state Departments of Transportation, and others.
