The PACE program offers comprehensive services including medical, nursing, therapy, transportation and more, and is expanding in the Johnson/Miami/Franklin counties region (via the Olathe location). The PACE program is currently operating at our Kansas City, KS location.
The transportation function is key: timely, safe, reliable transport of PACE participants to and from the center, home, appointments, and community events is integral to program success.
Position Summary
The Assistant Transportation Director will support the Transportation Director in overseeing all facets of transportation operations for the PACE program in the Kansas City region. This includes managing vehicles, drivers, scheduling, routes, maintenance, participant transport needs, safety and compliance, staffing, and cost control. The role requires a strong focus on participant‐centric service, operational efficiency, regulatory compliance (including CMS/Medicaid if applicable), and team leadership. The Assistant Transportation Director acts as a backup in the Director’s absence and helps drive continuous improvement in transportation services.

Key Responsibilities
- Assist in planning, organizing, directing and monitoring daily transportation operations: scheduling vehicles and drivers, assigning routes, ensuring pickups and drop-offs are timely and participant needs are met.
- Supervise transportation staff (drivers, aides, dispatchers) including hiring, training, performance management, scheduling, timekeeping, and adherence to policies.
- Oversee vehicle fleet: ensure vehicles are maintained, cleaned, inspected, licensed, insured; coordinate repairs and preventive maintenance.
- Ensure compliance with all applicable transportation, safety, licensing, and program regulations (e.g., for PACE participants, and any state/federal requirements).
- Collaborate with the PACE interdisciplinary care team to ensure transportation is aligned with participant care schedules, appointments, center activities, and home visits.
- Monitor transportation metrics: on-time performance, vehicle utilization, fuel and maintenance costs, incident/accident rates; propose operational improvements.
- Manage budgets and costs for transportation operations; assist with forecasting and tracking expenses.
- Maintain records and documentation: driver logs, vehicle inspections, maintenance records, accident reports, scheduling records, participant transport logs.
- Investigate and respond to transportation incidents/complaints, implement corrective action, drive continuous improvement in participant experience.
- Participate in transportation policy development, protocol updates, safety training, and driver certification.
- Serve as backup for the Transportation Director as needed and assume full responsibilities in their absence.
Education & Experience:
- Bachelor’s degree in Business Administration, Transportation/Logistics, Health Administration, or related field preferred.
- Minimum of 3-5 years of experience in transportation operations or fleet management; preferably some experience in healthcare or senior services transport.
- Supervisory or management experience leading teams of drivers/transportation staff.
- Experience with scheduling, route optimization, fleet management, budgeting and cost control.
- Excellent leadership, team-building, communication and interpersonal skills.
- Strong organizational and problem-solving skills; ability to navigate complex scheduling and participant needs.
- Familiarity with regulatory requirements for transportation in senior care/healthcare settings (e.g., ADA, CMS, state licensing) or willingness to learn and comply.
- Proficiency in Microsoft Office, scheduling/fleet software, data analysis.
- Excellent customer-service orientation, focusing on the dignity, safety and needs of older adult participants.
- Valid Kansas driver’s license, clean driving record; risk of driving personal or company vehicle may be required.
- Ability to travel within the region (Johnson/ Miami/ Franklin counties) and occasionally accompany participants.
- Ability to pass background checks, drug screening, and meet the organization’s vehicle-insurability standards.
- Ability to work flexible hours on occasion, including early morning, late afternoon or on-call at times.
- Office environment for administrative duties, plus time in vehicles, in participant homes, at the PACE center, and in the community.
- Some physical effort required: may assist with participant transfers into/out of vehicles (with support), secure mobility aids, ensure vehicle cleanliness.
- Exposure to weather conditions when transporting participants.
- Must be able to drive multiple times per day, monitor timelines.
