The Supervisory Program Analyst (SPA) is located in the Office of the Anesthesiology Care Line at the Michael E. DeBakey VA Medical Center in Houston, Texas. The SPA serves as the Anesthesiology Care Line (ACL) coordinator, advisor, analyst, and planner for the delivery of health care services within the ACL. The SPA has the principal responsibility to assist the Care Line Executive, the Deputy Executive and Section Chiefs by fulfilling management and administrative duties.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/12/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with personnel management, budget management, contracts, and office administration; providing advice and assistance to managers and staff regarding processes; supervisory experience to include performance reviews; experience in clinic profile management to include set up and structure of clinic/provider profiles, adjusting existing profiles and, inactivating and canceling clinic availability; written and oral communication; experience establishing communication plans that identify a target audience; and experience as a certified contracting officer representative..

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Position may require
occasional travel.

Responsibilities:

Duties:
  • Ability to direct, and perform all administrative functions that includes administrative, human resources management, budget and finance management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of Anesthesiology Care Line
  • Provide effective leadership and to assist with managing the work activities of a group of personnel. Coordinates administrative functions for Services which includes collaborating with chiefs, staffs and other services involved in providing care to Veterans, Ability to multi-task and prioritize

  • Ensures all competency requirements are met for the cleaning and maintenance of reusable medical equipment. Ensures in service
    is conducted for all employees on any new equipment, supplies, or medical devices used in the care line
  • Managerial and decision-making responsibilities directly impact on major programs of the organization, the effectiveness of the Medical Center in accomplishing its mission and on the Department of Veterans Affairs in general
  • Responsible for developing policies, procedures and organizational structures required to fulfill the Anesthesiology Care Line mission
  • Assigns and evaluates work performed by employees; prepares, maintains, and monitors work plans for staff utilization and revises work schedules as needed.
  • Ability to have professional contacts with employees, supervisors, union officials, VISN staff, VHA officials, patients, families, other federal agencies, local and state medical organizations, academic affiliates, vendors and community officials in a variety of structured and unstructured settings
  • Develops Care Line level and medical center policies which fall under the Care Line and ensure all policies are based on governing regulations, VA standards, and Joint Commission requirements
  • Conducts staffing studies and creates minimum staffing plans, develops Care Line level organizational charts, and makes recommendations for improvement, prepares reports, audits and correspondence. Advises, instructs, and consults with problem elements
  • Works closely with these affiliated institution in providing clinical education opportunities to residents, student registered nurse anesthesiologist, and other trainees. Ability to work closely with the Baylor College of Medicine in coordination of staff anesthesiologist to serve as faculty in the anesthesiology education program. It is necessary to integrate such trainees into the VA Medical Center organization and its patient care programs
  • Acts as the Patient Advocate for all patient complaints and addresses patient complaints related to health services
  • Knowledge of VA and Healthcare System computer systems, including the Veterans Health Information Systems and Technology Architecture, Scheduling Program and the Computerized Patient Record System, as well as advanced knowledge of automated word processing, database management, spreadsheet, presentation, and other software packages sufficient to effectively exploit the capability of existing equipment and programs
  • Coordinates with personnel management matters and with other staff organizations on various administrative activities to obtain information for accomplishing assignments
  • Operates personal computer terminal, to prepare a variety of narrative and tabular material (e.g., correspondence, reports, technical papers, charts, statistical tables, manuals, messages and other documents)

  • Clinical Operations Knowledge
Work Schedule: Monday- Friday, 7:00am - 3:30pm; subject to change based on the needs of the facility.
