This position is located within the Michael E. DeBakey VA Medical Center, a 1A complexity medical center within the Texas Medical Center. The position serves as the Deputy Medical Care Line Executive for the Medical Care Line, the largest and most complex care line within the Houston VA. The incumbent provides executive-level administrative leadership, decision-making authority, and program oversight to ensure integration of all clinical and administrative functions within the Medical Care Line.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. - Responsible for a multi-million dollar budget that includes staffing, equipment, and contract funds.
- Experience managing and making decisions directly impacting a major program of an organization.
- Evaluate the need for different and new programs.
- Experience in clinical operations.

Responsibilities:
Duties Major Duties:- Directs the operation of the Medical Professional to attain established goals and objective.
- Maintains constant surveillance of the Medical Professionals compliance with standards from accrediting and regulatory agencies.
- Proactively provides guidance and delegation of authority and responsibility to carry out assigned tasks.
- Timeliness and responsiveness to items requested by leadership at the facility and care line levels.
- Evaluates performance of subordinates to assess effectiveness of work output in meeting goals and objectives.
- Responsible for personnel actions involving key subordinates and for effective labor/employee relations.
- Actively participates in meeting Performance Measures, is outcome-oriented and data-driven, and supports and initiates activities for High Performance Development.
- Provides program direction to other executives, section chiefs, managers, and assigned personnel.
- Directs assigned supervisors and staff in providing a health care system which meets the needs of the patients served.
